<p>CARE Palestine (West Bank/Gaza) is looking for a committed professional aligned with CARE’s values of Transformation, Integrity, Diversity, Equality, and Excellence to fill the following vacancy:</p> <p><strong>Supply Chain Manager – Palestine</strong></p> <p>CARE is seeking a Supply Chain Manager – Palestine to oversee the day-to-day management, coordination, and follow-up of CARE Palestine’s Supply Chain function across Gaza and the West Bank. The role ensures effective delivery of procurement, logistics, warehousing, fleet, facilities, assets, IT, and related administrative support services, in full compliance with CARE policies, donor requirements, and approved SOPs.</p> <p>The Supply Chain Manager will supervise and support the Supply Chain team in both Gaza and the West Bank and will work closely with Program, Finance, Grants, HR, Safety and Security, and Hub/Area teams to ensure that supply chain support is timely, responsive, and aligned with operational needs. The role reports directly to the Program Support Director.</p> <p><strong>General Functions</strong></p> <ul> <li>Operational supply chain coordination and planning</li> <li>Procurement management and compliance</li> <li>Logistics, warehousing, fleet, facilities, and asset management</li> <li>Team supervision</li> <li>Reporting and process improvement</li> </ul> <p><strong>Key Responsibilities</strong></p> <ul> <li>Oversee day-to-day supply chain operations across Palestine, ensuring efficiency, timeliness, and compliance with organizational and donor requirements</li> <li>Manage procurement processes in line with CARE policies and SOPs, ensuring transparency and value for money</li> <li>Supervise logistics, warehousing, fleet, facilities, IT assets, and general administrative support functions</li> <li>Lead, coach, and support the Supply Chain team across Gaza and the West Bank</li> <li>Ensure accurate documentation, reporting, and adherence to internal procedures and donor regulations</li> <li>Coordinate closely with internal stakeholders to ensure supply chain services meet operational and programmatic needs</li> <li>Identify and implement process improvements to enhance efficiency and effectiveness</li> </ul> <p><strong>Qualifications &amp; Experience</strong></p> <ul> <li>Bachelor’s degree in a related field or equivalent experience</li> <li>Master’s degree or higher in a related field or equivalent experience is an advantage</li> <li>Minimum 6–7 years of experience in humanitarian or development field operations, including at least 3 years in a management role</li> <li>Proven ability to manage teams and oversee day-to-day operational activities</li> <li>Strong experience in procurement, warehousing, fleet, facilities, and general NGO administration</li> <li>Strong organizational, problem-solving, and time management skills</li> <li>Strong understanding of SOPs and operational process delivery</li> <li>Demonstrated coordination skills with internal stakeholders and external vendors</li> <li>Fluency in English and Arabic (written and spoken)</li> </ul> <p><strong>Additional Information</strong></p> <p>This is a national role in Palestine, open to candidates based in Palestine and Jordan. In this critical role, you will play a pivotal part in securing funding for essential humanitarian and development programming that provides vital humanitarian response, empowers women and youth, promotes gender equality, strengthens women’s and youth leadership and participation, and increases resilience in the West Bank and Gaza. Your work will directly contribute to CARE’s Vision 2030.</p> <p><strong>General Functions</strong><br> Maintain business development strategy and planning with the Country Office and CARE confederation colleagues, proactively mapping ongoing and new areas of engagement, and supporting the Country Office program strategy.<br> Lead the coordination, design, and writing of proposals, concept notes, and response plans for private and institutional donors, covering both humanitarian and development programming. Key sectors include WASH, Shelter/NFIs, Health, Protection, Food Security, Women’s and Youth Economic Empowerment, Youth Employment, Financial Inclusion, Gender Equality, and Resilient Market Systems/Value Chains.<br> Manage proposal timelines, deadlines, and ensure timely response to internal and external stakeholder requests.<br> Oversee internal reporting systems, opportunity analysis, evidence generation, trackers, and stakeholder insights in line with CARE systems.<br> Ensure program and project design processes are participatory, consultative, and gender-sensitive, and that this is clearly reflected in proposals supported by evidence and lessons learned.<br> Strengthen internal and partner capacity in proposal development and reporting, as requested.</p> <p><strong>Qualifications &amp; Experience</strong><br> Bachelor’s degree in International Development, Public Policy, or a related field.<br> Proposal writing training from a reputable institution.<br> Minimum 7 years of experience in proposal development and fundraising in the international development sector, with a strong track record of securing funding for development and nexus programming.<br> Minimum 4 years of experience in humanitarian or development-focused project management.<br> Proven experience supporting successful proposal development for multi-million-dollar funding from institutional donors such as GFFO, ECHO, FCDO, GAC, ADA, NORAD, USAID, European Ministries of Foreign Affairs, and OCHA HPF.<br> Strong understanding of development and nexus programming principles, donor requirements, and monitoring and evaluation frameworks.<br> Experience working in complex humanitarian and development contexts, preferably in the Middle East/North Africa region (West Bank and Gaza).<br> Excellent communication, interpersonal, and relationship management skills.<br> Strong analytical and research skills with the ability to identify funding trends and opportunities.<br> Excellent writing and editing skills with a demonstrated ability to produce compelling and persuasive proposals.<br> Ability to work independently, manage multiple priorities, and perform in a fast-paced environment.<br> Fluency in English and Arabic (written and spoken).<br> Proficiency in MS Office and donor management systems.</p> <p><strong>Key Areas of Responsibility</strong><br> Program Development &amp; Bid Writing<br> Strategic Communications and Fundraising Planning<br> Strategic Reporting and Evidence Management<br> External Representation and Donor Engagement</p> <p>Contract Duration: 6 months, with possibility of extension.<br> Deadline for Applications: 25/05/2026</p> <p>How to Apply:<br> Interested candidates are invited to send their CV by email to <strong>WBG.carejobs@care.org</strong>, addressed to the HR Department, clearly indicating the job title in the subject line.</p> <p>Only shortlisted candidates will be contacted.</p> <p>CARE International is an Equal Opportunity Employer.
