<p><span >CARE Palestine (West Bank/Gaza) is looking for a committed professional aligned with CARE’s values of Transformation, Integrity, Diversity, Equality, and Excellence to fill the following vacancy:</span></p>
<p><strong>Program Development and Reporting Lead:</strong></p>
<p>CARE Palestine is seeking a Program Development and Reporting Lead to join our team. This is an institutional fundraising and non-traditional donor resource mobilization role focused on securing funding for CARE Palestine's hmanitarian, development, and nexus programming. The position leads and coordinates proposal and concept note development, donor engagement, funding pipeline management, and strategic donor reporting. The role is not focused</p>
<p>on private-sector business development, SME development, entrepreneurship, microfinance, or direct business support as programmatic areas. You will work with program teams to develop vital humanitarian response, empower women and youth, strengthen women's and youth's leadership and participation, and increasesresilience. Your work will directly contribute to CARE's Vision 2030.</p>
<p><strong>This role can be based in Palestine or Jordan.</strong></p>
<p>General Functions: </p>
<p>- Maintain fundraising and program development strategy and planning with Country Office and CARE confederation colleagues, proactively mapping ongoing and new areas of engagement, and supporting the CO program strategy.<br>
- Lead the coordination, design and writing of proposals, concept notes and response plans for private and institutional donor audiences, with both a focus on raising funds for humanitarian and development initiatives. Focus areas are in Gaza and the West Bank include WASH, Shelter/Non-Food Items, Health, Protection, Food Security, Women's and Youth's Economic Empowerment/Entrepreneurship, Youth Employment, Financial Inclusion, Gender Equality and Resilient Market Systems/Value Chains Development. <br>
- Manage proposal deadlines, timeline development and respond promptly to internal and external stakeholder inquiries. <br>
- Manage internal reporting, opportunity analysis, evidence-base, trackers, and stakeholder insights in line with CARE systems. <br>
- Lead efforts to ensure program/project planning is consultative, participatory, and gender-sensitive, and that this is clearly reflected in proposals with lessons learnt and evidence based in programming. <br>
- Support internal proposal writing capacity by building skills in proposal and report writing development internally and for local partners, as requested. </p>
<p>Responsibilities and Tasks:</p>
<p><strong>JOB RESPONSIBILITY 1 I</strong>nstitutional and Non-traditional Fundraising, Proposal Development & Bid Management (60%)</p>
<p>Build on existing internal visibility planning to ensure collaborative funding relationships with donors and CARE Member Partners.<br>
- Maintain and develop program development planning as required - proactively mapping the pipeline and key opportunities and emerging/new donors. <br>
- Actively secure and participate in relevant in-person and online donor briefings, workshops, and networking events to stay abreast of donor priorities. <br>
- Collaborate with program teams (Gaza and West Bank) to identify funding gaps and potential areas for program expansion based on donor priorities and expertise.<br>
- Prepare high-quality funding proposals, concept notes and response plans for submission to donors, ensuring alignment with their specific guidelines and objectives in relevant areas.<br>
- Track proposal deadlines and submissions across the Country Office, ensuring timely and efficient delivery of proposals for developmental and Nexus programming initiatives. Coordinate the internal review and approval process for all proposals including budget files, ensuring adherence to CARE's policies and procedures.<br>
- Ensure strong document management, archive filing, and trackers are maintained up to date.<br>
- Develop and deliver training programs on proposal writing to the wider team, including partners.<br>
- In conjunction with the MEAL focal points, facilitate knowledge-sharing sessions and workshops to build internal capacity for effective resource mobilization in support of CARE's programming in these areas.<br>
- Ensure lessons learnt and program data is used to develop new bids and support program design with Program Managers. </p>
<p><strong>JOB RESPONSIBILITY 2 </strong>External Communications and Planning for Fundraising (10%)</p>
<p>- Develop compelling donor resources (presentations, one pagers, response plans, key messages, other) that effectively communicate the impact of CARE's programs in Gaza and the West Bank.<br>
- Work with finance and program departments to develop dollar handles for targeted fundraising initiatives. <br>
- Ensure intro-to-CARE-Palestine resources are kept up to date for donor engagement purposes.<br>
- Develop private donor briefings, contribute to public appeals messaging, and adapt documentation for non-traditional donor groups. <br>
- Maintain CARE internal business development trackers, submit for reporting deadlines, contribute to progress reports, internal updates, and community of practice as requested. </p>
<p><strong>JOB RESPONSIBILITY 3 </strong>Strategic Reporting (15%)</p>
<p>- Lead preparation of high-quality narrative and financial reports for institutional donors in line with grant requirements and deadlines where requested<br>
- Ensure compliance with donor reporting frameworks, including indicator tracking and variance analysis when requesting <br>
- Coordinate input from program, finance, and MEAL teams to produce consolidated reports where appropriate<br>
- Prepare regular situation reports (sitreps), dashboards, briefing notes and other management reports for senior leadership</p>
<p><strong>JOB RESPONSIBILITY 4 </strong>External Representation (10%)</p>
<p>- Lead donor mapping processes with relevant CARE Member Partners.<br>
- Develop relationships with grant and business development colleagues in CARE fundraising offices. <br>
- Develop and lead on the delivery of donor engagement plans.<br>
- Support the Response Director and Country Director with external representation when necessary.</p>
<p><strong>OTHER RESPONSIBILITIES AS ASSIGNED (5%)</strong></p>
<p><strong>Qualifications:</strong></p>
<p>Required:</p>
<p>- Bachelor's degree in International Development, Public Policy, or a related field. <br>
- Proposal writing training from a reputable source.</p>
<p><strong>Desired:</strong></p>
<p>- Master's degree in International Development, Public Policy, or a related field. </p>
<p><strong>Experience/Technical Skills:</strong></p>
<p>Required: </p>
<div>Minimum 7 years of relevant experience in institutional fundraising/resource mobilization within the international humanitarian and/or development sector, including substantial hands-on experience leading or coordinating donor proposal development

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
Works with Subject Matter Experts on the design and development of the online courses.
Provides expertise in instructional planning, development, implementation, and evaluation of online learning courses.
Reviews online course materials for copyright and ADA and Section 508 compliance.
Collaborates with the Course Developer team to develop accessible, engaging, and interactive content elements.
Ensures the application and integration of appropriate teaching and learning theory and distance learning principles into a fully online course development process.
Assists with the selection of instructional materials and the design and use of learning tools and activities for an interactive online environment.
Provides guidance and assistance for the creation of effective and meaningful assessments of student learning.
Contributes to the identification of high-quality open education resources (OER).
Provides direction on the design and development of all course elements, including syllabi, course learning outcomes, and curricular mapping.
Tracks progress and ensures timely completion of the overall project deliverables.

QUALIFICATIONS:
Master’s degree in instructional design or related field preferred, but not required.
Bachelor’s degree required in instructional design or related field.
Relevant certifications in education and/or educational technology are acceptable.
1-3 years’ experience required.
Fluency in languages is a plus, specifically Arabic and Spanish.
Ability to manage time, projects, and resources to achieve goals.
Excellent written and oral communication skills in English.
Working knowledge of basic instructional design principles.
Some technical skills, including a basic knowledge of HTML, Internet research, Open Educational Resources (OERs), and educational web tools.
Proven abilities in curriculum development and instructional design.
Interest in the implementation of innovative, creative course delivery methods.
Familiarity with the OSCQR rubric preferred, but not required.
