Role and responsibilities
The Cash and Market Technical Officer is a member of the Cash and Market (C&M) team under the leadership of the C&M Program Manager in Gaza. The C&M TO supports the development of NRC’s C&M ambitions in Gaza, more specifically, leading on cash and market related assessments in coordination with the Livelihood, Education, Protection, Shelter and Site Management teams. The TO will also closely track changes and evolving of the local market and financial system and support the translation of analyses into action and contribute to scale up and expansion of the C&M program in Gaza. The TO will engage with all C&M related project, and expected to work closely with other key relevant stakeholders on all of the project implementation.
Generic responsibilities
- Adherence to NRC policies, guidance, and procedures.
- Support in registration of project participants, distribution of cash assistance, and liaise with vendors financial service providers and any other relevant stakeholders
- Conduct program related assessments, including supporting on needs assessment, market assessment and monitoring, field monitoring on programme implementation
- Conduct community engagement session with local community and community leaders
- Coordinate with relevant local and external stakeholders for programmatic outcomes
- Responsible for compiling project documentation on programmatic activities
- Prepare and develop status reports as required by management
- Contribute to organizational learning through the provision of lessons learned and reports.
- Support in developing any training materials as needed for conflict affected population and internal stakeholders
Specific responsibilities
- Contribute and support the scale up and expansion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate.
- Provide contextual analysis to the local context, in supporting the scale up and expansion of C&M programming, including liaising with any key stakeholders as needed. Identify any opportunities for future C&M interventions
- Support to ensure appropriate and adequate targeting and inclusion of project participants under the current C&M interventions
- Responsible for compiling the programmatic documentations, including participant lists, reconciliation report
- Support in tracking the project reach and target achievement, prepare projects progress reports to PM and contribute to donor reports where appropriate
- Coordination with finance department to ensure all programmatic payments are on track and support on mitigating any challenges
- Conduct community engagement events related to programmatic outcomes
- Recommend livelihoods program priorities and explore, evaluate, and present new opportunities that leverage or complement existing activities
- Support/Oversee relevant assessments and mapping exercises to collect data that informs program development
- Support and contribute to relevant programmatic tools including needs assessment, market assessments, and price monitoring when required. When needed, support in analyzing key trends and drafting reports
- Support in training casual workers in conducting registration, and programmatic assessments, including drafting training materials, conducting training events etc
- Collaborate with other relevant CC teams, to ensure holistic delivery of humanitarian assistance and identification of new opportunities for programmatic interventions
- Contribute to the identification of new activities, areas of intervention, and partnerships.
- Establish strong working relationship with targeted communities, including local leaders and identification of local focal points
- Participate in internal and external cash and market coordination meetings, representing NRC at area level based as delegated by line manger
- Promote and share ideas for technical improvement in design, delivery or monitoring of market based and livelihood-related projects.
