• Monitoring and reporting all HSE issues and implementing the HSE Management System in the field.
• Ensuring HSE objectives are achieved with due diligence in the operations.
• Ensuring that risks assessed in the HAZID are reviewed and kept to a minimum during the operations.
• Ensuring the recommendations of the EIA is carried out and implements the EMP in the field.
• Overseeing Premier Policies are implemented under supervision of Premier’s Field Supervisor.
• Overseeing the IMC is undertaking the role assigned in the EIA, IMC/Premier Contract.
• Identifying to management the causes leading to noncompliances on Premier’s HSE commitments.
• Liaising with contractors HSE personnel in achieving compliance on observations made in the field.
• Checking reports and overseeing remedial actions in case of any oil spill/stains at the well site, campsites and access roads in consultation with the IMC.
• Reporting to the IMC on any wildlife sightings in the area.
• Performing checks on waste disposal methods and ensuring that they are in conformance to the recommendations of the EIA.

HSE Drilling Superintendent

• Manage and ensuring that all daily, weekly, monthly and project based HSSE mandatory reports are prepared and submitted to company management and to Client HSE office in timely manner.
• Planning, coordination and attending all internal and external HSSE related meetings, Attend client and project HSE meetings and presenting items in agenda pertaining to HSE.
• Coordination, manage and support to carry out external and internal audits and inspections.

Summary of Duties and Responsibilities:
 Assisted the Rig Manager/Tool Pusher in order to plan, organize and monitor the implementation of Safety management systems and programs for company operations for effective management and response to emergencies, preventing and / or minimizing harm to people, environment, assets and company reputation. The programs include ensuring compliance to legislations and managing contractors and third parties that work for and on behalf of the company.
 Compliance of IMS Policy, Company HSE guidelines and MSPs and regulatory requirements.
 Development & implementation of HSE management system to ensure that the system is in place to support smooth and safe operational activities.
 Development & implementation of short term & long term HSE Plans for operational activities in line with COTs & DOTs, provide support to rigs management in line with company’s HSE policies for the development of HSE culture within the organization.
Primary Duties and Responsibilities:
 Support and provide proper guidance to the field management on HSE matters related to E & P activities and conduct necessary HSE audits and inspections to ensure proper implementation of HSE guidelines and procedures. Ensure closure of audit/inspection findings.

 Initiate update and review of Manuals related to HSE as deemed necessary in coordination with other parties. Participate in the development of the rig Facilities plan and provide details of HSE Equipment and related studies in relation to Health, Fire, Safety and Environmental protection following the industry standards and guidelines. Execute special HSE studies requested by other departments aimed to improve HSE practices and HSE performance.

 Fully participate in the review of all HSE critical activities related to E & P Life cycle modifications with particular emphasis on using the proper HSE review techniques such as HAZOPs etc when considering the introduction of new equipment, new processes or changes in existing processes. Assesses associated Health, Safety, Environment and fire protection requirements and recommend input accordingly.

 Carry out HSE risk assessments and review HSE risk assessment studies to ensure hazards and risks in all aspects of rig’s operations are identified and effectively mitigated.

 Evaluate and monitor HSE programs being implemented and update the supervisor on the status / problems during implementation as well as recommend improvement or mitigation measures. These responsibilities include routine check and audit of the program’s implementation and effectiveness.

 Ensure proactive compliance to establish HSE protocols laid down by regulatory bodies such as Chief Inspector of Mines etc. Ensure that activities related to HSE management are consistent with company’s IMS policy and applicable HSE legislations.

 Develop, review and/ or maintain the Emergency Response Plans and conduct emergency response training, conforming to Company Guidelines on Crisis and Emergency Management, for effective management and response to emergencies, preventing and/ or minimizing harm to people, environment, assets and company reputation. Organize emergency drills with different scenarios and identify improvement in the system.

 Actively participate in incident investigations, analyze incident statistics and trends, identifying issues and recommend intervention plan to arrest any unhealthy trend as a basis for management decision-making in instituting effective incident prevention initiatives and programs. Carryout regular follow-up of incident recommendations, sharing of lessons learnt among the employees.

 Impart basic HSE trainings to all the Rig Staff and organize HSE induction for new staff and identify hazards with mitigation measures in area of work.

 Ensure preparation of all HSE related reports in a timely and professional manner such as the weekly, monthly and annual reports as dictated by the HSE plan and legal requirements. Prepare HSE Daily reports and highlight any HSE critical issue to the Rig Manager/Tool Pusher requiring immediate action.

 Carry out job safety analysis-JSAs and toolbox talks for non routine jobs. Ensure permit to work system is implemented and followed accordingly and Maintain overall records including daily/weekly/monthly reports, JSAs, TBT, PTW, training incidents reports etc.
