Business Development and Strategic Reporting Lead

CARE is seeking a Business Development and Strategic Reporting Lead to join our team in Palestine. In this critical role, you will play a pivotal part in securing funding for essential humanitarian and development programming that provides vital humanitarian response, empowers women and youth, promotes gender equality, strengthens women’s and youth leadership and participation, and increases resilience in the West Bank and Gaza. Your work will directly contribute to CARE’s Vision 2030.

General Functions
Maintain business development strategy and planning with the Country Office and CARE confederation colleagues, proactively mapping ongoing and new areas of engagement, and supporting the Country Office program strategy.
Lead the coordination, design, and writing of proposals, concept notes, and response plans for private and institutional donors, covering both humanitarian and development programming. Key sectors include WASH, Shelter/NFIs, Health, Protection, Food Security, Women’s and Youth Economic Empowerment, Youth Employment, Financial Inclusion, Gender Equality, and Resilient Market Systems/Value Chains.
Manage proposal timelines, deadlines, and ensure timely response to internal and external stakeholder requests.
Oversee internal reporting systems, opportunity analysis, evidence generation, trackers, and stakeholder insights in line with CARE systems.
Ensure program and project design processes are participatory, consultative, and gender-sensitive, and that this is clearly reflected in proposals supported by evidence and lessons learned.
Strengthen internal and partner capacity in proposal development and reporting, as requested.

Qualifications & Experience
Bachelor’s degree in International Development, Public Policy, or a related field.
Proposal writing training from a reputable institution.
Minimum 7 years of experience in proposal development and fundraising in the international development sector, with a strong track record of securing funding for development and nexus programming.
Minimum 4 years of experience in humanitarian or development-focused project management.
Proven experience supporting successful proposal development for multi-million-dollar funding from institutional donors such as GFFO, ECHO, FCDO, GAC, ADA, NORAD, USAID, European Ministries of Foreign Affairs, and OCHA HPF.
Strong understanding of development and nexus programming principles, donor requirements, and monitoring and evaluation frameworks.
Experience working in complex humanitarian and development contexts, preferably in the Middle East/North Africa region (West Bank and Gaza).
Excellent communication, interpersonal, and relationship management skills.
Strong analytical and research skills with the ability to identify funding trends and opportunities.
Excellent writing and editing skills with a demonstrated ability to produce compelling and persuasive proposals.
Ability to work independently, manage multiple priorities, and perform in a fast-paced environment.
Fluency in English and Arabic (written and spoken).
Proficiency in MS Office and donor management systems.
