Role : Community Engagement Officer
Duty station: Hebron, with frequent visits to north WB communities
Reports to :Area Manager
Work in cooperation with: Community Engagement and Accountability Coordinator, Project Managers
Summary of Key Functions and Responsibilities:
WeWorld implements multiple projects and programmes promoting community engagement and integrated protection programming in Palestine. One of the core methodologies to the mission is the Community Protection Approach (CPA). The Community Engagement Officer will support Hebron/Tubas Offices in managing relationships with the affected population in area offices.
He/she will organize and facilitate social cohesion events, promote community members engagement in activities implemented in the targeted community. The Community Engagement Officer will work closely with Feild Officers, Protection Officers, and Technical Coordinators. The Community Engagement Officer will support the Community Engagement and Accountability Coordinator in the continuous process of development and implementation of community engagement strategies, including workshops, outreach activities, and campaigns. This includes communication with communities, participation and feedback systems, and evidence-based advocacy. She/He will support the Community Engagement and Accountability Coordinator in implementing the CPA (MQ, NCP, IPA) 1and other community engagement programmes/approaches in different projects that are crucial to design/implementation of activities aiming to value the role of community members as equal partners.
The Community Engagement Officer reports to the Office Area Manager while the Community Engagement and Accountability Coordinating is having functional management over the Community Engagement Officer. The role will require active communication and coordination with other team members of the area offices. Moreover, will be working closely with the different team members (Data Analyst, IM-Platform Manager) including participating and establishing any necessary meetings and communication channel to achieve the rganizational objectives.
Specific Objectives and Fields of Responsibilities
1. Following-up Project’s activities and community engagement
- To work closely with other staff members, partners and other relevant stakeholders for activities planning and implementation, such as assessments/studies, trainings, scheduling and leading meetings, workshops, etc.
- Plan, design and follow up of activities in the field according to defined frameworks and methodologies.
- To coordinate and carry out field surveys and assessments while ensuring community engagement.
- To assure AGD engagement and empowerment in all activities planned/implemented, field visits, and meetings with communities.
- To identify individual cases requiring management, and to provide necessary data, including communication with stakeholders, documentation, data entry/modifications, and completion of required study reports.
- To conduct individual/group interviews to recommend interventions based on a designed specific intervention plan and to address the needs following defined frameworks and methodologies.
- To identify, evaluate and make recommendations concerning communities needs on the bases of activities defined frameworks.
- To establish and maintain working relationship, in his/her area with allied resources, public institutions and any other related stakeholders, at the operational level.
- To submit regular activities, work plans and reports in consultation with the Area Manager.
2-Communication, Knowledge generation and management
- To document methods, good practices, experiences and results from the targeted communities and partners.
- To provide inputs on projects information and documentation (including stories, photos, articles, etc.) to WeWorld Communications Manager.
- To closely work with protection officer and staff members on data collection, analyses, and production of documents related to projects.
- Prepare regular progress reports documenting achievements, challenges, and lessons learned.
- To participate, as requested, in workshops, meetings intended to either as operational requirement or to improve professional knowledge and skills relevant to his/her field of work.
- To ensure community member’s active participation in all relevant planned events.
- Collect feedback from community members on the activities and communicate findings to relevant stakeholders for continuous improvement.
- Work closely with area office to establish, maintain, and strengthen partnership and communication with the affected population and relevant stakeholders
3-Monitoring and Reporting Tasks
- Monitor community engagement activities and events, including attendance and participation levels.
- Provide inputs for project monitoring and contribute to developing case studies and success stories highlighting the impact of community engagement initiatives.
- Follows up and ensures submission of reports in a timely manner according existing reporting procedures.
- Jointly planning data collection process in the field and ensure proper data entry into the platform under the supervision of the Community Engagement and Accountability Coordinator and in coordination with the Data Analyst and IM-Platform Manager.
- Continuous review of the data inserted and displayed on the organization’s online platform.
- Submit weekly plans and reports.
- To perform any other additional duty on request of his/her supervisor
- To commit in providing reporting outputs in timely manager according to institutional defined tools (use of online calendar, develop individual action plan, writing minutes of meeting, contribute in developing periodic project and protection reports)
- Minimum 3 years of experience in working directly with the affected population.
- Proved experience in data collection (quantitative and qualitative).
- Preferably with INGOs with solid background about local humanitarian and developmental context in Palestine.
- University degree in social sciences, education, political science or related areas.
- Competency in data collection and analysis based on global protection.
- Proven experience and competence in community mobilization participatory development or related areas.
- Strong understanding of local cultural norms, power dynamics, and socio-political contexts. - Knowledge in protection crosscutting issues (GBV, PSEA, child protection, etc) and safe referral pathways is preferable.
- Good command of written and spoken English.
- Valid driving license, with clear history
