Background

Innovative Private Sector Development II (IPSD II) is a project funded by the World Bank and the EU, implemented by DAI for the benefit of the Ministry of National Economy (MoNE). IPSD II is a $ 14.50 million project with the objective to improve economic opportunities for tech-enabled startups and innovative small and medium-sized enterprises (SMEs), and individuals in the digital economy in the West Bank & Gaza. It also falls under the World Bank’s overarching objective to alleviate market failures related to gaps and binding constraints in the entrepreneurship ecosystem of the digital economy including in human capital, financing, product markets, enabling policies, institutional support, and connectivity.


Purpose The Senior Grants Officer will provide support to a critical functional area of the operations department at the project, which is the grants management. She/he will bring the team an immediate boost at a critical juncture in programming, operations and logistics implementation in support of workplan activities to enable the Operations Manager and the technical team to put all efforts into accelerating the pace of project implementation. The Senior Grants Officer will implement the most appropriate and effective implementation mechanism for achieving programmatic results that meet work plan objectives and remain fully compliant to the World Bank regulations. S/he will work with the project’s staff to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon, such as document preparation, Technical And Management Information System (TAMIS) data input, and the World Bank approvals. Key Functions and Responsibilities Under the supervision of the Operations Manager, contribute to the management of grants process under IPSD II in compliance with DAI and the World Bank rules and regulations. Coordinate grants management with IPSD II Operations Manager, technical and operations department staff as following: Coordinate the best type of grants to be issued for the benefit of the beneficiaries. Coordinate grant agreements issuance to beneficiaries in timely matter. Coordinate grants related procurement activities. Liaise with beneficiaries to collect documentation in compliance to grant agreements. Process the periodic payments related to grants. Monitor the progress of grant agreements activities. Develop tracker to following up on procurement, progress of work, payments and compliance. Maintain grants files, monitor and evaluate the grants process in all its aspects to ensure it is done according to the approved project operations manual and in compliance with DAI policies and the World Bank regulations. Contribute to weekly, quarterly, and annual reports and success stories. Participate in grantee selection committees and processes where applicable. Review all grant activities for compliance against the World Bank regulations, including negotiating grants terms and conditions. Assist with training on procedures for standardized analysis and recording of grant and subcontract budget estimates for allowability, allocability, reasonableness and consistency.  Coordinate with the MEL team to monitor grant implementation, milestone reporting and site visits.  Assist in the overall management and inventory tracking for project property, including its allocation to grantees and program implementation.  Ensure that internal controls, project systems, and reporting workflows are being followed. Perform other duties and responsibilities as required. Requirements Education Minimum of bachelor’s degree in economics, business, accounting, engineering or related field preferred. Work Experience Minimum 3 years of work experience in donor funded projects grants, preferably the World Bank. Experience with private sector firms and donor projects in WBG, including four years in donor funded project grants and compliance. Excellent written and verbal skills in both English and Arabic. Highly organized and detail-oriented. Skills and Knowledge High level of interpersonal and diplomatic skills required. Previous work experience in Palestine or the Middle East desired working on donor projects especially the World Bank. Reporting The Senior Grants Officer will directly report to the Operations Manager.
