Global Communities is seeking a Hassaleh Innovation Fund Officer for the USAID Pioneers-Raedat Activity. The overall goal of this 5-year program is to address gender inequalities and improve gender equality, and enhance women's representation and leadership, improve equitable and safe environments, and promote inclusive social norms and change agents in the West Bank and Gaza. It aims to empower Palestinian women from different walks of life by providing economic opportunities, leadership trainings, GBV response, networking, and fostering women-led social, economic, and political initiatives. The program also seeks to improve gender equity policies in the private sector, provide professional internship opportunities to women, and promote inclusive social norms through a comprehensive approach to social and behaviour change.
Position Summary:
Working as part of the Hassaleh team under the direction of the Hassaleh Innovation Fund Director, the Hassaleh Innovation Fund Officer is responsible for overseeing both the grants and procurement processes for awarded grants under the Hassaleh Fund. This role includes monitoring subgrants and subgrantees to ensure compliance with the terms and conditions of the subgrant agreements, supporting procurement activities, and ensuring alignment with donor policies. The Grants and Procurement Officer is also responsible for managing procurement processes, including drafting solicitation documents, tracking subgrants, maintaining reporting requirements, and keeping accurate, auditable records of all subgrant and procurement activities.
Responsibilities:
A. Grants Cycle and Financial Monitoring:
- Support the drafting of grant program solicitation documents for inviting and receiving proposals/applications, ensuring appropriate and latest specifications are used under the supervision of the Director and in collaboration with the Raedat technical team.
- Arrange for receiving proposals/applications in accordance with GC's rules and regulations.
- Support the director of Hassaleh Fund to ensure smooth and efficient implementation of processes throughout the grant cycle, in compliance with USAID rules and regulations and Global Communities' grants management systems and policies.
- Participate in and support the tasks of the grants review committees.
- Communicate with potential applicants as requested by the supervisor.
- Perform pre-award assessments of prospective grantees in coordination with relevant depatnments.
- Ensure the collection of all required information and documentation for developing accurate agreements with grantees.
- Assist with the Preparation and modifications of grant awards.Participate in the design and conduct of grantee assessments related to financial capacities in collaboration with the finance department.
- Assist grantees in developing and enhancing their internal controls, financial management, and compliance capacity, as needed.
- Continuously monitor grantees' financial performance.
- Follow up on and review financial liquidations for compliance considerations, ensuring clear and concise notes for any corrections needed.
- Maintain updated and auditable records of all sub-grants and related documents.
- Participate in training applicants/grantees on grant management, as necessary.
- Monitor and ensure grant recipients' compliance with the terms and conditions of the grant agreements.
- Coordinate with the technical team to ensure grantees' programming meets the required specifications.
- Perform other tasks as requested by the supervisor
B.Procurement (For Awarded Grants Under Hassaleh Fund)
- Support the supervisor in overseeing the procurement processes of awarded grants under the Hassaleh Fund, specifically for in-kind goods or services.
- Assist grant recipients in complying with procurement requirements related to the awarded grants, including substantial procurement activities.
- Oversee the management of grantee-held inventory in coordination with the finance team.
- Assist in developing procurement plans for awarded grants.
- Support the drafting of solicitation documents for inviting and receiving bids related to awarded grants, ensuring appropriate and latest specifications are used.
- Arrange for receiving bids in accordance with GC’s rules and regulations.
- Document procurement processes and ensure proper sharing with relevant colleagues.
- Prepare evaluation reports for awarded grants.
- Prepare contract documents as stipulated in the relevant procurement processes for awarded grants.
- Establish and maintain an adequate filing system for efficiently documenting procurement activities, contracts, and related documents
Qualifications:
Bachelor's degree in a relevant field, such as Financial Management, accounting, business administration, and/or related administrative or development field.
Minimum of three years relevant experience with international development agencies, and similar position/role.
A strong background in grant technical and financial management, including a good working knowledge of USAID rules and regulations, is prefered.
Excellent analytical, planning, management, and organizational skills with the ability to prioritize work and meet deadlines
Strong analytical skills coupled with a solid understanding of financial and procurement systems. Prior auditing experience is considered a plus.
Excellent interpersonal skills and demonstrated ability to work effectively with donors, community representatives, other stakeholders, and staff at all levels are highly valued in this role.
Able to work in a typical office environment with daily travel to the field and visiting grantees as needed.
Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
