Job Purpose:
The Grants Facility Lead of work stream 3 will oversee the technical design and delivery of interventions focused on enhancing private sector competitiveness, fostering innovation, and driving export development. The role involves strategic leadership over Programme Workstream 3, which aims to enable firms to grow their markets, improve productivity, and create meaningful employment opportunities, with an emphasis on inclusive economic growth.
Roles and Responsibilities
The Grants Facility Lead will lead efforts to strengthen the private sector in Palestine by focusing on the following key tasks:
- Strategic Leadership and Workstream Management
- Design and implement initiatives and deliverables that align with Tasdeer’s Theory of Change, aiming to support private sector firms in increasing exports, boosting domestic production, and generating employment.
- Oversee and drive the development and delivery of the workstream’s interventions in a timely manner
- Market-System Approach:
- Address Market System failures and develop relevant market strategies and interventions to improve access to potential international markets and buyers for Palestinian goods and services.
- Facilitate firms in aligning with buyer and market demands, ensuring robust linkages between buyers, producers, and suppliers.
- Export Market Expansion:
- Establish connections between Palestinian firms and new export markets globally, providing tailored support to access and thrive in these markets.
- Capacity Building:
- Enhance the competitiveness of Palestinian firms in both local and international markets by: (i) helping access inputs to support production, (ii) upgrading production techniques and quality control systems, (iii) procuring innovative and new technologies, certifications, training, equipment or service, (iv) support firms that could potentially have higher impact on the Palestinian economy through its linkage with domestic supply chains, (v) identify and assist firms with strong growth potential to increase their exports, strengthen domestic production and create jobs, including for women.
- Women’s Economic Empowerment:
- Promote women’s active participation in economic activities, ensuring their inclusion across production and decision-making value chains.
- Collaboration and Knowledge Sharing:
- Work closely with the Knowledge Management Lead, Communications Lead, and Monitoring & Evaluation Team to ensure coordinated and effective delivery of deliverables.
- Cross-Workstream Coordination:
- Collaborate with other workstreams to ensure alignment and complementarity of activities.
- Senior Management Support:
- Contribute to project planning, results measurement, and reporting in consultation with the Senior Management Team.
Reporting Lines and Managerial Responsibilities
- Reporting To: Deputy Team Leader
- Consultation: Workstream 3 Strategic Adviser
- Collaborations: Knowledge Management, Communications, Monitoring and Evaluation teams, and other workstreams.
Duration: This is a full-time position for the duration of the project. Start date is immediately.
Location: The position is based in Ramallah, with project-related travel across Palestine and the region as required.
Key Skills and Qualifications
The ideal candidate will possess the following skills and attributes:
Strong understanding of private sector development, export promotion, and market linkages.
Experience in capacity building and innovation for business growth, preferably in developing or transition economies.
Proven ability to manage multiple activities, meet deadlines, and deliver results within budget
Strong organisational skills, with a focus on tracking progress and ensuring accountability.
Ability to design and implement effective market-driven approaches and tailored interventions to address firm-level challenges.
Proven ability to engage and build relationships with diverse stakeholders, including private sector firms, international buyers, suppliers, and government entities.
Demonstrated leadership skills to guide multidisciplinary teams and ensure collaboration across workstreams.
Track record of delivering measurable results, particularly in increasing exports, creating employment, and promoting women’s economic empowerment.
Familiarity with relevant tools, technologies, and frameworks for quality control, certification, and market analysis.
Educational Requirements:
A bachelor’s degree in economics, business administration, international development, or a related field is required.
Experience:
Minimum of 7 years of relevant professional experience in private sector development, export promotion, or related field
