Projects Coordinator

 Médecins du Monde (MdM) France is an international medical organization, which has been present in the Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank (WB) through offices located in Jerusalem, Bir Zeit, and Nablus.

MdM is currently looking for a qualified candidate to fill the position of Projects Coordinator based in Nablus.

I.                MAIN RESPONSIBILITIES

 

To ensure the implementation of MDM programs in line with MDM intervention strategy and contingency plan with quality standards

 

SPECIFIC OBJECTIVES:

  • In line with the MdM Country Mission Strategy, responsible for coordinating MdM Nablus projects in medical and MHPSS sectors and follow up with all partners (respecting International Standards of Quality and in line with MdM and donor compliance). 
  • Elaboration of the Nablus Response Strategy in close collaboration with technical and operational leads for the diagnosis of response to medical and MHPSS needs in line with gaps and to the development of programmatic responses to address them.
  • Ensure Donors compliance and adhere to data collection to represent results and impacts in reporting.
  • Ensure proper coordination and collaboration with MdM partners and all stakeholders.
  • Coach, support and manage and lead a team (information gathering, setting objectives, targets, monitoring outcomes and impact, etc.)
  • Advise, arbitrate and offer contingency solution-based alternatives to support measures towards project deliverables and ensure alternative scenarios and correctives measures are applied in the event of obstacles and challenges.

 

 

Tasks and responsibilities:

1.1 STRATEGY

  • Contribute to the development of the program strategies, apply, adapt and monitor its implementation.
  • Discuss and contribute to the drafting of project activities’ proposals for donors in line with emerging needs in the fluid context
  • Contribute input and analysis to the advocacy strategy evolution and implementation
  • Participate in MdM strategic meetings with local partners (Ministry of Health, international organizations, clusters, local NGOs, etc.) in coordination with the technical and Field Coordinators.
  • Maintaining the map of project activities current and forecasted within thematic sectors and updating it accordingly.
  • Support the technical leads and actively engage in leading the drafting of proposals for MdM ensuring cohesion and follow up of the current project when needed.
  • Support the Advocacy Coordinator in the design and implementation of advocacy strategy.

1.2 PROGRAMMING

  • Ensure the quality implementation of the programs, lead in the follow-up through the project cycle ensuring collaboration with support departments (logistical, administrative, HR), and technical departments (medical, MHPSS, MEAL and Advocacy)
  • Monitor and evaluate the activities implemented by MdM staff /Partners ensuring project timelines are manageable, realistic and achievable
  • Conduct regular field visits for the project activities and partners, offering field reports with recommendations and action points.
  • Take part in advocacy and communication activities in line with the Advocacy and communication strategies.
  • Ensure close coordination and proper project implementation with MdM chapters, partner INGOs and local partners.
  • Organize regular program and operational support meetings with the staff under her/his supervision and with MdM chapters, partner INGOs and local partners.
  • Ensure timely updates sharing key information (log, admin, medical, etc.) to field coordinator regarding the intervention under his/her supervision.
  • With the support of the MEAL Coordinator, contribute to the development of M&E tools to monitor the indicators, analyse, and interpret the data, and propose adjustments if needed.
  • Develop a stakeholder mapping of key health stakeholders for the Field Coordinator in networking with other actors to avoid duplication, ensure gaps are met in programming and to remain abreast of actors’ interventions.

1.4 IMPACP AND RESULTS - MONITORING

  • In collaboration with MEAL department focal points ensure the qualitative and quantitative data collection and analysis produces results-based outcomes in line with donor commitments, and offer projected vs actual summaries in a monthly basis
  • Through the program and support bi-weekly meetings provide bi-weekly updates on activities and program development in line with log frame comments to the technical leads and the Field Coordinator.

1.5 HR AND TEAM MANAGEMENT

  • Immediately report HR misconduct to the Field and HR Coordinators while ensuring adherence to CoE and policies related to misconduct.
  • Responsible for conducting annual appraisals of all staff under his/her direct supervision.
  • Responsible for follow up and approval of working hours and leaves of the team under his/her direct supervision
  • Participate to the recruitment and briefing of new program staff.
  • Supervise the daily HR management for program staff under project activities.
  • Identify training needs, apply the training tracker, link training needs with capacity building while mentoring/coaching programs teams and following up on implementation.
  • Ensure the trainings components are properly delivered by ToR’s application to the team members, and contribute to its development if necessary
  • Develop, define and provide the team with project planning and organization tools (Program cycle management) for all projects ensuring their application
  • Produce an environment of teamwork, collaboration and support team members professionally to achieve results and ensure staff retention.
  • Ensure adequate information flow within the different field teams in terms of communication channels and content of messages.

1.6 FINANCIAL MANAGEMENT:

  • Ensure the application of budget vs actual (BVA) meetings and report on budget aspects (underspent/overspent) in the bi-weekly operational meetings.
  • Maintain a regular follow-up of monthly funds requests related to appointed projects, apply procurement follow up and the corresponding financial reporting attributed to it
  • Participate in project budget construction for program and support requirements in line with program outcomes. Ensure visibility on monthly expenditure and consumption rates as well as any required revision.
  • Forecast the monthly financial needs of the projects and share with the Administrative Manager monthly.
  • Participate in the annual and project procurement plan as well as any required revision.

 

1.7 LOGISTIC MANAGEMENT:

  • Maintain a regular follow-up of PO’s, MRs, and participate in the monthly and annual projects procurement plan as well as any required revision accordingly to the procurement plans
  • Forecast the monthly logistic needs of the projects and share with the logistic Manager and Coordinator in the first week of each month.
  • Ensure close monitoring with support colleagues the tracking of the donation to partners, donation certificates and handovers.

 

1.7 REPRESENTATION:

  • Participate in external meetings with the direction of line management and supervisor.
  • Engages, contributes and participates in technical meetings by delegation of the Direct Supervisor and/or technical leads.

 

1.8 SECURITY:

  • Apply and respect MDM security rules in the mission.
  • Remain informed on contextual develops related to security which can impact staff safety and program activities implementation

 

1.9 OTHERS:

  • Maintain good socio-professional relationships with national and international partners.
  • Attend team meetings and give qualitative input.
  • Perform other additional duties on request of the Field Coordinator.
  • Attend meetings representing the Field Co upon request, and provide appropriate feed-back (minutes of meeting)
