Identity Management (IDM) Data Analyst

ORGANIZATIONAL CONTEXT

WFP defines “identity management” (IDM) as the principles, standards, processes, capabilities and technology solutions that we use to identify people and to store and utilise their information. This applies both when we assist people through our own programme activities and when we provide assistance on behalf of governments or other partners. Our principles and standards aim to put the people we assist at the centre of our programmes, empowering them and protecting them. The registration, enrolment, verification, delivery, and assurance processes aim to enable the delivery of quality programmes while the capabilities, including skill sets, technology, services, and partnerships, enable WFP to meet the principles and standards.

In Gaza, WFP has rolled out robust digital IDM solutions such as the self-registration tool, data assurance tool, and payment instrument tracking tool. The incumbent of this role will work within the WFP Gaza Programme unit, working closely with relevant technical colleagues in the Area Office, Country Office (CO), and Headquarters (HQ).

JOB PURPOSE

The objective of this role is to lead IDM data management and analysis activities for all programmes and modalities. This role is crucial for ensuring WFP is able to identify, understand, and act upon insights generated through IDM activities.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the IDM Data Analyst will be responsible for the following duties:

  • Lead IDM data management and analysis activities for Gaza Area Office (AO), including registration, deduplication, anomaly detection, delivery, reconciliation, and other analyses.
  • Develop and continuously improve data analytics products (reports, dashboards) that enhance the capability of the AO to make evidence-based decisions, leveraging data from various sources and identifying in-depth trends in data starting from registration, through distributions, and reconciliation.
  • Proactively identify challenges regarding data collection and processing to suggest solutions and establish mechanisms to improve data quality and integrity for analysis.
  • Act as the main focal point for all engagement with WFP CO and HQ teams working on data management, assurance, and analytics, regularly communicating WFP Gaza team priorities, successes, challenges, and support needed to overcome them.
  • Contribute, in collaboration with other units such as M&E, to the development and regular update of the WFP Gaza data assurance framework, including key anomaly detection indicators, acceptable measures, integration to decision-making processes, etc. 
  • Contribute to engagement with Cooperating Partners (CPs) on IDM data management, ensuring timely support and feedback.
  • Contribute to the development, review, and periodic update of Standard Operating Procedures (SOPs) and Guidance for established WFP IDM standards, processes, and solutions.
  • Conduct capacity building on data analysis at the AO level, supporting junior team members and building a data-driven culture in the AO.
  • Support and advocate for adherence to data protection and privacy standards in IDM work.
  • Undertake other duties as required.

STANDARD MINIMUM QUALIFICATIONS Education: Bachelor’s degree in a relevant area, such as data analytics, computer science, internet technology, etc. Experience: Minimum 6 years of post-university relevant working experience, including 2 years in a data analyst/scientist capacity. Language: Fluency (level C) in in oral and written communication in Arabic and in English. Knowledge & Skills Advanced knowledge of SQL and experience using SQL for analysis – mandatory Experience of using Tableau/PowerBI for data visualization – mandatory Familiarity with data analysis and visualization methodologies – mandatory Intermediate to advanced knowledge of Python or R – desired Multitasking, organization, and prioritization skills – mandatory Knowledge of WFP Identity Management standards – preferred Experience with WFP tools and systems – preferred Make sure to answer all the below questions; - Indicate your proficiency level and years of experiencing working with each of the following: SQL, PostgreSQL, Python, and R. - Indicate your proficiency level and years of experience working with each of the following: Tableau Desktop, Tableau Prep, Tableau Server, PowerBI. - Please provide a description of a complex data analysis project you worked on in the past.
