YVS is a rapidly growing LNGO in Gaza, we work on Education in Emergencies, MHPSS, FSL, Cash assistance, and WASH throughout Gaza. The Youth Vision Society (YVS) started as a youth-led initiative by people who were passionate about community development and providing hope in Gaza. The organisation began by focusing on youths as the future of Gaza, and while we continue that work, we also focus on wider community resilience and gender transformation across all age groups. YVS emphasises empowering youths, women, and community by fostering independence, responsibility, and commitment, enabling them to realise their potential and positively impact society. POSITION OBJECTIVES

Humanitarian Adviser role will be the management of programmes and grants to partners and working closely with the Head of Co-operation, to lead on policy dialogue in relation to the donners and community in humanitarian response.

Main responsibilities

Programme Management

The Humanitarian Advisor will be required to manage the humanitarian programme in accordance with agreed institutional standards of programme/grant management and represent the society in key policy dialogue linked to the humanitarian and emergency response both nationally and regionally.

Specifically, the advisor will:

• Monitor partners and programme implementation, including appraisal of annual narrative and financial reporting, conducting field monitoring visits and completing monitoring reports.

• Ensure ongoing dialogue and engagement with partners in relation to programme implementation.

• Input on evaluation processes for relevant partners and programmes.

• Oversee the Grants Support Officer to ensure efficient records management.

• Work with the society's accountant and internal auditor in reviewing and following up on partner financial reports and audits.

• Appraise projects and programmes (proposal and budgets) in line with agreed criteria.

• Ensure that adequate contractual arrangements are in place with partners.

• Conduct Organisational Capacity and Risk Assessments of partners, and maintain up to date risk profiles

• Lead on new programme development, type programmes linking humanitarian, relief and development.

• Optimise visibility around the society's support to humanitarian and emergency response(s) nationally and regionally.


PERSONAL SPECIFICATIONS • Degree, preferably in Business administration /Social Science/Development Studies or other relevant subject • At least 5 years of relevant working experience in local or international NGOs. • Documented experience in designing projects, writing proposals, writing reports • Knowledge of MEAL systems and documenting outcomes. • Proven experience in managing teams, maintaining high standards in coordination, and communication. • Experience of designing, managing and tracking budgets • Possess strong planning, coordinating, and monitoring skills, collaborating effectively with other team members. Adept at problem-solving, decision-making, and applying technical expertise, complemented by effective communication, networking, and time management skills. • Knowledge of UN Cluster system is an asset • Fluency in both written and spoken Arabic and English • Preferred location is Gaza City, however, allowances may be made for the right candidate
