Summary:
The general purpose of this position is to assist in buying the requisite service or goods needed for the Emergency response and recovery efforts for Gaza, while ensuring all procurements are made according to Anera's & Donors Regulations. The Procurement Officer is responsible to assist the Procurement Manager in preparing contract specifications and managing appropriate procurement strategies to provide value for money on a variety of works and services.
Responsibilities:
- Under the supervision of the Procurement Manager, cooperate with Finance and Program teams, to facilitate the delivery of the overall emergency response activities.
- Assist in the Response team's local procurement process in a transparent manner, including bid preparation and solicitation, and contract preparation.
- Issue amendments to quotations and proposals, as needed.
- Assist in preparing the procurement documents, utilizing sound procurement practices, while adhering to Anera’s Procurement Policy and Donor's Regulations, prior to issuing the purchase order/agreement to an external party.
- Assist in preparing contract or purchase orders for winning vendors and/or service providers.
- When needed, review, evaluate, and approve specifications/quality of received goods or services.
- Maintain organized files for procurement activities, including paper and electronic files.
- Maintain and update monthly procurement tracker of all procurements and report as needed.
- Maintain contact databases and maintain a preferred vendor list.
- Follow-up on processing Zero VAT approvals from the Ministry of Finance for procurements as needed.
- Other duties as requested by the direct supervisor.
Qualifications:
Working experience in Finance with some knowledge of procurement principles.
Hands-on experience with donor-funded projects, preferably with NGOs-funded projects.
A university degree in Business Administration or related field.
Training or on-the-job training on procurement issues.
Preferred Qualifications:
High organizational and planning skills, as well as negotiation skills.
Loyalty, integrity and transparency.
Knowledge of the Palestinian service providers and suppliers.
Good analytical and communication skills.
Adherence to deadlines and regulations.
