Job Summary:

Anera is a development assistance and humanitarian aid organization that has been working in the West Bank, Gaza, and Jerusalem since 1968. Anera focuses on agriculture, rural development, water and sanitation, job creation, health, and education. Anera is announcing a vacancy for a Health Officer for the five-year USAID-funded Gaza Health Recovery Activity (GHRA) Program. The position is full-time, based in Gaza.

Project Description:

The Gaza Health Recovery Activity (GHRA) is a 5-year USAID project aimed at addressing the critical healthcare needs resulting from the ongoing conflict in Gaza. The primary objective of the project is to restore and enhance essential health services in the region amidst significant disruptions. This encompasses various health sectors, including basic and emergency curative health services, primary healthcare (such as obstetric services, mother and child health, communicable disease control, immunizations, supplementary feeding programs, and management of non-communicable and chronic diseases), secondary healthcare, treatment of physical trauma and tertiary care, mental health services, psycho-social support, and rehabilitation.

The Health Officer:

S/he will provide technical support and follow up to task implementation and monitoring in health including MHPSS in Gaza. S(he) will have overall responsibility for ensuring the highest possible quality interventions. S(he) will report to the Technical Director.


Start Date: As soon as possible


Job Responsibilities: Implement and follow up on health programs in close coordination with the Technical Director. As may be required, conduct rapid health assessments to identify the priority health problems and needs of the affected population. Track project activities progress through performing site visits, among other means, to ensure adequate implementation, documentation and marking (visibility) of the project’s activities. Follow up on health and MHPSS activities in the field. Work with Monitoring and Evaluation (M&E) officers towards tracking M&E indicators to ensure timely and accurate data collection, analysis, and reporting. Coordinate with relevant partners and stakeholders including local partner NGOs and health coordination groups. Support health-related emergency preparedness and response activities, including needs assessments and rapid implementation. Support crisis management efforts, ensuring alignment with humanitarian standards and guidelines. Develop and facilitate the health project’s activities including outreach activities as envisaged by the program in coordination with project staff and healthcare staff. Contribute to preparing activity technical and financial reports for documentation. Provide support to finance and procurement relevant to health programs as needed. Participates in the development of annual work plans and reports. Assist in developing ToRs of healthcare staff, as needed. Participate in medical days and clinics. Coordinate with the MD program in Gaza to ensure the availability of medications and supplies for the medical days and the clinics. Support the integration of cross-cutting issues, such as Inclusion and Diversity, Protection, WASH, into the health program. Contribute to the development of health proposals and budgets. Other duties may be assigned.  Qualifications: Bachelor's degree in medicine, nursing, pharmacy, public health, or related field; preferably master’s degree in a health-related field. Three-year work experience in similar projects, preferably with NGOs. Strong organizational, problem-solving, and decision-making skills, with the ability to prioritize and multitask in a dynamic and complex environment. Excellent communication, interpersonal, and leadership skills, with the ability to work effectively with diverse teams and stakeholders. Fluency in English, and Arabic. Proficiency in computer programs (Word, Excel, Outlook, PowerPoint, etc.). Good professional management and administration skills. Good experience with non-government/humanitarian aid work. Good knowledge of USAID compliance and requirements. Ability to work within a team, at a fast pace and under pressure. Adequate monitoring and evaluation skills. Excellent time and self and time management skills. Knowledge of the humanitarian principles, standards, and coordination mechanisms, as well as the health sector policies, guidelines, and protocols in the country of operation Additional Requirements:  Willingness to travel to field locations as needed. Commitment to the organization’s values and principles. Commitment to the Prevention of Sexual Abuse and Exploitation (PSEA) policy and measures. The applicant should not have any other job.
