Protection & Orphans Welfare Program Manager

CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.

ROLE IN THE ORGANIZATION

Protection & Orphans Welfare Program Manager is under the supervision of the Programs Manager, responsible for the implementation of the protection & orphans welfare program validated by HQ as well as the responsibility of the protection’s team under him/her.  He/she will be responsible for:

Need assessments and proposals writing:

  • Design and prepare appropriate needs assessment questionnaires to identify comprehensive needs for orphaned children and youth as well as normal children and youth.  
  • Analyze and evaluate the data collected by the team to inform relevant intervention strategy and articulate adequate proposals.
  • Prepare narrative proposal, Logical framework, and budget for new program.

Program planning and management:

  • Lead the overall implementation of the protection & orphans welfare program and provide guidance to the protection team to ensure that stated goals and objectives are met, the program is appropriately monitored and evaluated, and the program reports are written and submitted in a timely manner.
  • Prepare the program work plans that meet the program objectives and prepare appropriate operational guidelines for program’s team.
  • Ensure that program’s activities are implemented within the assigned budget, manage all financial aspects of the protection & orphans welfare program, approve relevant expenses and review expenditures in consultation with the National Programs Manager and the National Finance Manager.
  • Analyze protection concerns in all areas of operation, propose new areas of work to IRC, and lead proposal development.
  • Responsible for the development/adaptation of tools for the implementation and monitoring of interventions specifically the database on orphaned children and youth as well as normal children and youth.
  • Validate the selected orphaned children based on their vulnerability in order to integrate them into the protection & orphans welfare program.
  • Ensure Child Protection Minimum Standards and Guiding Principles are abided and upheld throughout all protection & orphans welfare program.
  • Prepare the Mission Strategy according to protection & Orphans Welfare sector of intervention under the guidance of the National Programs Manager.

Team management and development:

  • Directly supervise the protection team and provide quality oversight to and mentoring of the protection team.
  • Maintain open and professional relations with the protection team members, promote a strong team spirit and provide guidance to enable the team to successfully perform in their positions.
  • Ensure timely completion of probation review and annual performance reviews for the protection team.
  • Overall responsible for teamwork plans, work and annual leaves, and team training/development activities.

Monitoring and Reporting

  • Develop/ maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure regular field monitoring and modifications as required.
  • Ensure SIF and donors reports as per set schedules (monthly, quarterly, and annually) on program activities, indicators, and achievements are produced in quality.

Stockholders Coordination

  • Maintain regular and substantial coordination and contact with relevant national and international stockholders as well as NGOs and effectively represent SIF in the Protection Cluster and Protection Working Groups, and other related clusters.
  • Negotiate and maintain appropriate information sharing protocols within SIF programs.
  • Maintain effective and safe referral pathways for protection concerns and other vulnerable cases.

QUALIFICATIONS AND EXPERIENCES A bachelor’s degree in social sciences, sociology, mental health, education or related field and equivalent work experience in child protection. At least 5 years of relevant professional experience in INGO and working with national partner organizations. Solid experience of minimum 3 years in Child Protection in humanitarian settings. Knowledge of international and national child protection standards, child right based approaches, and child safeguarding policy. Experience with sponsored orphaned children is considered an asset. Well-skilled in project cycle management and logical framework methodology and financial management. Excellent communication skills in written and spoken English & Arabic. Flexibility and capacity to work effectively beyond working hours. Excellent computer skills (Word, Excel, internet, and e-mail).
