Context

Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.

We do this by working with local actors to develop safe and inclusive local programming that is evidence based, conflict sensitive, climate smart, and reaches those in need.

 Job Profile

As a Program Manager, you will oversee the establishment and implementation of WGRS, managing multi-sectoral programming that integrates health, protection, and community mobilization. You will lead efforts to address urgent protection and health needs for women and girls in Gaza, fostering resilience through innovative and community-driven interventions.

You will ensure the timely delivery of protection program objectives, monitor activities to maintain quality standards, and engage with stakeholders to strengthen coordination in a challenging operational environment.

 Key Responsibilities

Accountability and Complexity
  • Lead the establishment of two Women and Girls Resilience Spaces (WGRS) and a transitional shelter in Gaza.
  • Solve complex problems using a combination of innovative and existing solutions, working independently with minimal guidance.
  • Share high-quality, actionable information with donors, partners, and communities to ensure the safety and quality of RI projects.
 Program Management and Coordination
  • Develop and oversee multi-sectoral programs, including SRH, GBV, and nutrition services, ensuring integration and alignment with UNFPA, other potential donors and global standards.
  • Manage and support team members, fostering a collaborative and resourceful work environment.
  • Coordinate ad hoc special projects and provide guidance as the in-house expert.
Stakeholder Engagement
  • Build consensus with external partners, donors, and communities to ensure effective program delivery.
  • Represent RI in key coordination forums, advocating for the needs of vulnerable women and girls.
Monitoring and Reporting
  • Ensure lessons learned, critical information, and concerns are shared with management and implementation teams.
  • Implement standardized procedures for reporting and accountability, ensuring compliance with donor and organizational guidelines.
Management and Leadership
  • Provide leadership and vision to the project team, ensuring alignment with Relief International's mission and values.
  • Mentor and coach direct reports, fostering a collaborative and high-performing team environment.
  • Delegate responsibilities effectively while maintaining accountability for project outcomes.
  • Ensure project staff are trained, supported, and able to deliver on program goals, particularly in challenging operational contexts.
  • Promote a culture of learning and innovation within the team, encouraging continuous improvement and professional development.
Behavior and Conduct
  • Will ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies

Essential criteria Bachelor’s degree in social work, Public Health, Gender Studies, or related field. 5+ years of experience in program management in humanitarian settings, with operational experience in protection and health. Proven expertise in GBV prevention, SRH services, and case management. Strong leadership, problem-solving, and team management skills. Familiarity with stakeholder coordination and partnership building. Desirable criteria Master’s degree in a relevant field. Knowledge of the socio-political context in Gaza. Familiarity with UNFPA guidelines and humanitarian standards. Proficiency in Arabic.
