WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.
WeWorld in Palestine has 5 offices (Jerusalem, Ramallah, Hebron, Tubas and Gaza Strip). Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others.
With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the intervention of multiple agencies in Country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH, Education, Food Security/Livelihoods, Shelter, Protection and Health. WeWorld is currently active in emergency operations and activities within Gaza to support the ongoing crisis.
Summary of Key Functions and Responsibilities
Under the general direction of the technical supervisor and the area manager, the FE will be required to familiarize himself/herself with all aspects of the execution of the funded projects in Weworld.
Main tasks and Responsibilities
The Field Engineer will be responsible for the following activities:
- Planning and Design:
- Lead and supervise detailed planning and design of technical activities, including conducting field visits and preparing Work Plans for each activity.
- Develop and maintain project schedules, ensuring timely completion of tasks.
- Field Work Supervision:
- Oversee daily fieldwork, including monitoring activities carried out by community members or contractors to ensure compliance with project plans and quality standards.
- Verify that delivered materials meet technical specifications and project requirements.
- Measurement and Reporting:
- Accurately measure executed works and report findings to the Technical Coordinator and Project Manager.
- Prepare and submit regular progress reports, highlighting any discrepancies or issues encountered.
- Bill of Quantities (BoQ) and Financial Management:
- Take primary responsibility for preparing BoQs for activities, including financial planning and cost management to ensure consistency between initial estimated and actual expenses (with an acceptable margin of 10%).
- Develop and manage BoQs for tenders and Memoranda of Understanding (MoUs) within the project scope, under the supervision of the Project Manager.
- GIS Mapping:
- Develop and implement a Plan for GIS mapping of communities, in line with WeWorld methodology and procedures.
- Ensure timely production of GIS maps for communities, in coordination with the Information Manager and under the supervision of the Project Manager.
- Contract and Document Preparation:
- Prepare contracts, commencement letters, correspondences, and handover documents as required.
- Review and approve payments to suppliers, contractors, and beneficiaries, ensuring accuracy and compliance with project guidelines.
- Cost Control and Market Analysis:
- Monitor and control project costs, forecast expenses, and conduct quantity surveys.
- Stay updated on market prices and fluctuations, adjusting financial plans as necessary.
- Project Documentation:
- Complete all necessary registers and monitoring forms according to project procedures and guidelines.
- Maintain thorough records and documentation of all correspondence and related documents.
- Risk Management:
- Prepare work plans, conduct risk analyses, and develop mitigation measures to address potential project challenges.
- Technical Design and Tender Preparation:
- Design, model, and draw technical plans, and prepare tender documents for various activities, including water and sanitation utilities.
- Monitoring and Evaluation:
- Participate in pre- and post-project monitoring and evaluation, including verifying indicators and contributing to the achievement of project objectives.
- New Project Identification:
- Assist in identifying new project opportunities, including conducting field surveys, cost estimations, drafting concepts, and preparing indicators and maps.
- Collaboration:
- Work under the direct supervision of international Project Staff and collaborate closely with other project staff and partner organizations.
- Communication and Coordination:
- Attend and actively participate in meetings, representing WeWorld and providing feedback to the Project Manager and Area Manager on relevant issues.
- Develop and maintain transparent and supportive communication structures with assigned project staff, the Project Manager, and other stakeholders, including beneficiaries, community leaders, government officials, UN agencies, and NGOs.
- Ensure timely and efficient communication with relevant HQ staff.
- General:
- Deliver high-quality results in line with WeWorld’s strategy, maintaining the organization’s reputation across all coordination and working groups.
- Comply with WeWorld’s policies and practices, including the Code of Conduct, safety protocols, equal opportunities, and other relevant procedures.
- Perform additional responsibilities as assigned by line management.

Qualifications, Experience, and Skills:
Education: BSc in Civil Engineering from an accredited university.
Experience: Minimum 2 years of proven experience in fieldwork and liaison with local communities and beneficiaries.
Technical Knowledge:
Proficient in WASH activities, including water resources management, water supply schemes, and sanitation.
Knowledgeable in contract conditions, subcontract documents, drawings, specifications, and surveying instruments.
Ability to read and interpret documents such as proposals, guidelines, procedure manuals, safety rules, and operating and maintenance instructions.
Software Skills:
Proficient in MS Office, AutoCAD, MS Project, and water and wastewater modeling software.
Professional knowledge of GIS is required.
Additional Skills:
Highly organized, able to meet deadlines, work under pressure, and function effectively in a team environment.
Strong problem-solving skills with the ability to define problems, collect data, establish facts, and draw valid conclusions.
Demonstrates self-motivation, responsibility, leadership, and effective communication and coordination skills.
Languages: Fluent in written and spoken Arabic and English.
Licenses: Valid driving license.
Independence: Ability to work independently with minimal supervision.
