Work context

CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.

CESVI is currently implementing projects in the West Bank and in the Gaza Strip.

In response to the situation in the Gaza Strip, CESVI is expanding its presence in the strip, through implementation of emergency and humanitarian relief response interventions. This includes but not limited to food security and basic needs assistance, and improving access to water and shelter.

Job Purpose: The MEAL Officer will support the implementation of MEAL activities and analyse the data collected as well as advise the program and technical managers on the program quality shortcomings. The MEAL officer will act as a MEAL focal point in the field and foster constructive relationships with the different stakeholders in addition to support the mainstreaming of MEAL throughout the Program Cycle Management (PCM).

In particular, with the support of the emergency coordinator and other team members, the incumbent is expected to:

Monitoring and Evaluation

  • Implement monitoring and evaluation plans (MEP), including relevant tools and surveys.
  • Conduct data collection in accordance with the MEP, including use of various monitoring and assessment tools, such as surveys, focus group discussions, interviews, and pre- and post- training questionnaires
  • Gather feedback from beneficiaries and community stakeholders on activity implementation, outcome and impact.
  • Contribute to the design and translation of M&E tools
  • Update programme indicator performance tracker on a timely basis
  • Ensure field monitoring, data collection targets, and reporting deadlines are adhered to
  • Supervise data collectors, community mobilizers, and other MEAL staff.
  • Implement periodic work plans
  • Liaise with programme teams to regularly organize and conduct monitoring visits to target communities to monitor implementation quality and progress
  • Conduct data analysis and subsequent report drafting and development.

Accountability

  • Ensure clear communication and dissemination of information related to CESVI’s feedback and complaint mechanism to targeted audience.
  • Maintain the CESVI’s Beneficiary feedback and complaint Mechanism to ensure accountability to the targeted communities.

Learning

  • Contribute to organizational learning through support of programme in learning documentation.
  • Document lessons learnt based on monitoring activities.
  • Conduct relevant data collection activities to further advance organizational learning.

Reporting

  • Contribute to drafting donor MEAL reporting requirements.
  • Ensure understanding of donor MEAL requirements, including standard indicators, beneficiary calculations, and other minimum standards.

Minimum requirements Bachelor’s degree in engineering, management, international development, or other similar sectors. Minimum 2 years of experience in the humanitarian and development sector, preferably in MEAL. Strong writing and communication skills in Arabic and English. Strong data analysis and survey development skills. Strong data collection skills, including using of Kobo and similar platforms. Strong interpersonal skills, specifically negotiation and diplomacy skills High flexibility and ability to lead and work autonomously. Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel).
