Job Summary/ Scope of Work
The MEAL Officer is responsible for developing and implementing robust MEAL systems to ensure program effectiveness and accountability. This role involves data collection, analysis, reporting, and fostering a culture of learning within the organization.
Responsibilities and Tasks
Job Responsibility 1: Data Management 25% of time
· Develop and Implement Data Collection Tools: Collaborate with the program team to design and utilize effective data collection instruments tailored to project needs.
· Ensure Accurate and Timely Data Collection: Establish protocols for precise and prompt data gathering from the field, emphasizing data integrity and reliability.
· Manage Data Storage and Accessibility: Maintain organized records of collected data, ensuring secure storage and easy accessibility for authorized personnel.
Job Responsibility 2: Data Quality Assurance 10 % of time
· Conduct Regular Data Quality Assessments: Implement assessments to ensure data accuracy, consistency, and reliability across all reporting channels.
· Identify and Address Data Discrepancies: Monitor data for inconsistencies and collaborate with relevant teams to rectify any issues promptly.
· Train Staff on Data Quality Standards: Provide training to staff and partners on best practices for data collection and management to uphold high-quality data standards.
Job Responsibility 3: Monitoring 30 % of time
· Develop Comprehensive MEAL Plans: Create MEAL plans aligned with project objectives and ensure all team members and partners understand their roles and contributions.
· Conduct Field Monitoring Visits: Perform regular site visits to monitor the quality of project implementation and provide constructive feedback.
· Track Progress Against Indicators: Regularly assess and report on the progress of project indicators to stakeholders.
Job Responsibility 3: Accountability and Learning 20 % of time
· Implement Feedback Mechanisms: Establish and manage systems to gather feedback from beneficiaries and stakeholders, ensuring accountability.
· Facilitate Learning Sessions: Organize and lead sessions with teams, partners, and key stakeholders to reflect on findings and promote continuous improvement.
· Document and Share Best Practices: Identify, record, and disseminate good practices and lessons learned to inform future project strategies.
Job Responsibility 3: Reporting 15 % of time
· Prepare Comprehensive Reports: Analyze data and compile reports detailing project performance, outcomes, and impact for stakeholders.
· Ensure Timely Submission of Reports: Adhere to reporting schedules and ensure all reports are submitted promptly to relevant parties.
· Support Evaluation Processes: Assist in evaluations by administering surveys, managing data collection, and supporting data management and analysis efforts.
Bachelor’s degree in Business Administration, Social Sciences, Statistics, Development Studies, or related fields.
At least 3 years of experience in monitoring and evaluation, data management, or a similar role.
Experience working with international non-governmental organizations (INGOs) is an asset.
Proficiency in Microsoft Office and data analysis tools (e.g., Excel, SPSS, or Power BI).
Strong organizational and time-management skills.
Effective communication and interpersonal skills.
Familiarity with humanitarian principles and MEAL frameworks is an asset.
Attention to detail and commitment to data quality.
Ability to work collaboratively with diverse teams.
