Senior Grant Officer

Terre des hommes - Lausanne (Tdh-L), established in Switzerland in 1960, is a leading advocate for children's rights globally. Operating in over thirty countries, including war zones and regions affected by poverty and natural disasters, Tdh provides direct and indirect assistance to millions of children and families annually. In Palestine since 1973, with offices in Jerusalem and Gaza since 1984, Tdh specializes in supporting children affected by conflict and displacement. Our comprehensive approach includes integrated protection services, mental health support, education assistance, and humanitarian aid. 

Under the direct supervision of the Senior Program Manager and in close collaboration with the finance and support teams in Jerusalem and Gaza, the Senior National Grants Officer will play a crucial role in the development and management of grants and strategic partnerships for Tdh Palestine delegation. This role includes stakeholder mapping, partner organizational assessment, and comprehensive grant management. The Senior Grants Officer will ensure the efficient coordination of grants-related activities, maintain accurate grant tracking systems, identify funding opportunities, support resource mobilization efforts, and uphold compliance with donor regulations and organizational standards. 

Fundraising and Grant Management (70%)

Donor mapping and funding opportunities

  • In close collaboration with the Senior Program Manager, participate in donor mapping exercises to identify potential funding sources, utilizing Tdh’s existing tools and databases.  
  • Monitor calls for proposals and funding opportunities, and keep the team informed about relevant opportunities. 
  • Stay updated on donor regulations, trends, and best practices in grant management. 

 Resource mobilization

  • Support in developing a fundraising plan for the delegation. 
  • Assist in the development of fundraising strategies and visibility tools to enhance the organization’s profile and attract donors.  
  • Support in development and update of donor and related external engagement materials, such as capacity statements, meeting documents etc. (list not exhaustive) 

Proposal development  

  • Support in proposal coordination and drafting. Collaborate with the Senior Program Manager, Specialists, and MEAL Officers in developing sections of concept notes and proposals.  
  • Ensure that SoPs are followed in proposal development process.  
  • Ensure that proposals are developed in line with the donor guidelines and objectives, and it aligns with Tdh’s strategic objectives.  

Team management and capacity building 

  • Provide training and support to staff on grant management processes and procedures. 
  • Functionally manage the partnership and grants officer in Gaza base 

 Grants Administration and Tracking

  • Maintain and update the Grants Tracking Systems with all reporting, milestones, and other relevant contractual information. This includes ensuring accuracy of the data on no-cost extensions and amendments to agreements. 
  • Ensure that all grant related documents are stored in an organized manner in SharePoint. 
  • Monitor reporting deadlines for all grants and notify Project Managers in advance. This includes developing and maintaining an internal workplan involving all relevant parties to ensure timely and quality submission of reports, adhering to Tdh’s standards and donor regulations. 
  • Assist in the preparation of grants agreements, MoUs, amendments, and other relevant documentation.  

 Partnerships (30%) 

Stakeholder mapping

  • Support in identifying and mapping potential partners aligned with the organization’s strategic approach and intervention areas resulting in up-to-date partner database. 
  • Conduct thorough research to identify key stakeholders and develop strategies to engage with them effectively. 

Partner organizational assessment and capacity development training:  

  • Work with the Senior Program Manager and Senior FAHR Manager to conduct organizational assessments of potential partners.  
  • Conduct due diligence to assess partners’ capacity, capabilities, and alignment with organizational goals.  
  • Identify areas for support and capacity development to strengthen partner organizations. This includes development of training plans based on the identified gaps and needs, including capacity building of local partners in fundraising. 

 Tdh Policies  

  • Commit to respect the Tdh Child Safeguarding Policy (CSP), Tdh Code of Conduct and Tdh Protection from Sexual Exploitation and Abuse (PSEA) Policy. 
  • Be proactive with respect to the aforementioned policies and show leadership to all Tdh staff. 
  • Report cases of abuse on children as identified. 
  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees. 

 Security and safeguarding  

  • Comply with Tdh Security Regulations  
  • Understand and apply security policies, the Child Safeguarding Policy and fraud prevention policies. 

Requirements  This role requires a mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC):  Shows determination and proactivity.  Shows flexibility, availability and adaptability.  Communicates in a clear concise and responsible way.  Masters the tools and applications both general and activity-specific based.   Produces high quality reports.   Qualification and experience  A bachelor’s degree in social science, development studies or other relevant degree in line with the position responsibilities.  At least 3 years of experience in similar position preferably with an (I)NGO.  Knowledge of key donors and funding landscape in Palestine   Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes.  Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.  Excellent communication, coordination, and representation skills.  Excellent experience in grants management and follow up.  Strong organizational and planning skills.  Proficiency in English & Arabic languages is required.  Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm.  Knowledge of and professional experience in the children’s rights field (Child protection), and SGBV, MHPSS in the humanitarian aid/development context.
