Enabel is the Belgian development agency working under the mission to implement and coordinate the Belgian international development policy. The Palestinian Territory is the fourth recipient of the Belgian Development Cooperation. The Palestinian Authority and Belgium work together to reduce poverty and to build a more sustainable and fair society. Since 1997, Belgium has been supporting the development activities and emergency interventions in the Palestinian Territory. Education, mental health, TVET and local governance are the main sectors. Furthermore, Enable also implements different projects for the European Union.
Enabel will start to implement a project funded by the European Union titled “Enhance resilience for micro businesses and create sustainable livelihood opportunities– SAWA”; which aims to contribute to economic resilience in the West Bank through enhancing the resilience and sustainability of micro businesses and initiating sustainable and innovative green/circular and digital economy initiatives.
Enabel is looking for an Intervention Manager:
Duties and Responsibilities:
The Project Manager position will lead the programmatic, management and partnership aspects of the above-mentioned intervention. She/he will oversee effective management and relationships with partner organizations, manage the intervention throughout the project cycle, including budget management (expenditure planning and expenditure monitoring), lead the preparation and development of high-quality programme plans, including MEAL plans, procurement plans, progress and donor reports, and other related tasks. She/he will be responsible for the following tasks and responsibilities:
- Manage and coordinate a 4-year program in West Bank
- Lead and coordinate all project technical and steering committee meetings with implementing partners and related stakeholders.
- Provide input as required for the implementation of the projects, and contribute to identifying, facilitating and, if needed, monitoring of the capacity building processes for partners.
- Ensure that narrative and financial reporting and other requirements related to contract management are met in line with donor agreements and Enabel’s policies and procedures. In specific, she/he is responsible for compiling and developing timely quarterly and annual narrative reports in cooperation with other staff members.
- Maintain a sound relationship with the donor at operational level.
- Initiate and facilitate the documentation of knowledge & information generated throughout the project in coordination with implementing partners to strengthen the effectiveness and implementation of the project including all lessons learned.
- Facilitate networking and synergy building between partners and relevant external actors and stakeholders in the West Bank and in Palestine in general.
- Facilitate effective working relations with colleagues around communications, policy and advocacy issues and concerns.
- Document and share lessons learnt throughout the project implementation to support Enabel’s strategy, future programming, and fundraising activities related to your area of expertise.
- Ensure that all relevant project data, documents, publications, communications are properly entered into Enabel’s information management and administrative systems including proper and timely archiving (digital and hard copies).
Professional Qualifications and Experience:
To be appointed for the above-mentioned opportunity, the candidate shall meet the following knowledge, skills, and abilities:
Completed a master’s degree in social sciences and/or a related discipline in development cooperation.
Demonstrated a minimum of 7 years of relevant working experience in similar positions with INGO and development organizations.
More than 5 years of experience in a project management role.
Solid understanding and knowledge of sustainable livelihood and entrepreneurship sector.
Solid understanding of the digital economy and digitalization domains/subdomains.
Experience in organisational analysis and partnership building with civil society organizations,
A good understanding and experience in monitoring, evaluation and learning to support in program development, project implementation and impact measurement.
Analytical thinking skills and abilities to influence others.
Excellent interpersonal and teamwork skills.
Excellent social skills and demonstrated ability to be a team player; and
Excellent written and verbal skills in English with the ability to adapt tone and style to meet the specific needs and requirements of a diverse number of stakeholders.

A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and benefits. The exact salary will be defined according to the relevant recognised experience for the function.
