Médecins du Monde (MdM) France is an international medical organization, which has been present in the Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank (WB) through offices located in Jerusalem, Bir Zeit, and Nablus.

I. MAIN RESPONSIBILITIES
To ensure the implementation of MdM medical emergency programs in line with MdM medical Emergency intervention strategy and contingency plan with quality standards
- Main objectives:
- Under the supervision of West Bank Medical Manager, the Medical Doctor will be responsible for the following main activities to reinforce the resilience and protection of the Palestinian individuals and communities affected by potentially traumatic occupation related events.
The Medical Doctor will be responsible for implementing key activities under the ECHO project in the West Bank. The Medical Doctor will work closely with the medical project manager and the project team to conduct assessments, develop and updating training materials, provide training, support and supervision to healthcare workers, Community First Responders (CFRs) and local communities, and contribute to project reporting and documentation. The role involves establishing and maintaining good communication with village councils, Community-Based-Organizations (CBOs) in addition to other partners upon the line manager request. Under the supervision of the Medical Manager, the Medical Doctor will work closely with the project team to enhance emergency response capacity, improve health preparedness, and ensure the effective delivery of healthcare services during emergencies.

Tasks and responsibilities
- Training and capacity building
- Lead and facilitate training sessions for CFRs to become well-trained and equipped to respond to emergencies.
- Responsible for scheduling, developing training tools, and providing emergency training for community first
responders (CFRs) and PHCC staff in the targeted PHCCs.
- Conduct training for health facility staff on trauma and emergency care (BLS, ATLS, and PTC), and emergency flowcharts.
- The ability to adapt and tailor the material according to the specific needs of the targeted population.
- Provide continuous professional development and on-the-job training to healthcare providers and for the people who benefitted from the training. Offer supervision to ensure the quality and effectiveness of healthcare services.
- Ensure functionality of CFRs, in close collaboration with village councils (VCs), and devise strategies to mobilize CFRs into an organized body that can be sustainable beyond the end of the project.
- Assist in the development, updating, and operationalization of contingency plans, ensuring they are effective and comprehensive.
- Internal communication and coordination
- Maintain effective communication and coordination with the medical project manager and the project team. Participate in internal coordination mechanisms, reporting, and meetings.
- Contribute to monitoring and evaluation efforts by providing medical expertise and insights. Gather community feedback on healthcare services and assess satisfaction levels.
- Community approach
- Lead the community awareness activities within targeted areas, ensuring that awareness topics are relevant to the needs of the communities focusing on health preparedness, early warning signs, and common medical and mental health issues and are in line with MdM priority topics and develop IEC materials to support community awareness activities
- Integrate topics on Protection from Sexual Exploitation and Abuse (PSEA) and Community-Based Complaint Mechanisms (CBCM) into awareness sessions.
- Emergency Preparedness and Response
- Participate in the development of Contingency Plans (CPs) for targeted communities and Primary Healthcare Centres (PHCCs) using a participatory approach with VCs, MoH, and relevant community members, in collaboration with the Medical Manager.
- Lead the implementation of CPs in the communities and PHCCs, ensuring clear definition of roles and responsibilities.
- Plan and execute emergency simulations and drills at village and PHCC levels. Evaluate the effectiveness of drills and provide constructive feedback for improvement.
- Contribute to assessing and improving the referral systems for medical emergencies and support health staff in referring cases in need of adequate services.
- Conduct field visits to the targeted PHCCs and communities, ensuring program objectives are met and trainees satisfactorily complete their courses through assessment of attendance and performance.
- Coordinate the provision of emergency drugs, disposables, and medical equipment to PHCCs. Manage the prepositioning of emergency supplies to ensure readiness during crises.
- Participate in data collection, data analysis, and report writing for assessments.
- Collaborate and participate in field surveys, data collection, and needs assessments as needed.
- Highlight the availability of staff and highlight the impact of drug and disposable shortages at PHCCs and hospitals.
- Under the supervision of the Medical Manager and in collaboration with the Logistics Department, assess the needs of the PHCCs in terms of supplies and rehabilitation to improve emergency services and access for vulnerable groups.
- Work closely with the logistics department to ensure timely delivery and proper distribution of basic emergency kits and disposables to CFRs and VCs. Manage the inventory and oversee the distribution process of these emergency kits.
- Documentation and Reporting
- Document best practices and lessons learned from CFR and contingency plan initiatives.
- Promote the replication of successful models at the governorate level through advocacy and dissemination efforts.
- Contribute to the preparation of regular project reports and documentation, highlighting key achievements, challenges, and recommendations related to the provision of services.
- Provide program operational reports and contribute to the ToRs based on the request of the supervisor.
- Provide monthly reports of activities not later than the 4th of the following month.
- Contribute to the emergency data analysis in collaboration with the Medical Manager.
- Collaborate and participate in data collection and analysis on any data needed and requested by the Medical Manager for the development of the activities in close cooperation with the MEAL officer.
- Immediately report emergency needs at the community level.
- Immediately report HR misconduct to the Medical Manager, also to the Medical Coordinator, Field Coordinator and Admin Manager.
- Provide any other requested report when needed.
- Security
- To respect and follow MdM France’s security plan and internal regulations.
- To inform immediately the security focal point in case of any security incident or problem.
- If necessary, participate in emergency/Contingency plans with the MDM team.
- Others
This job description can be modified at any time to reflect changes in MDM France’s activities or in the context, to fit the requirements of the project, with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list.
It can be amended at any time after mutual consultation, to fit the requirements of the programs. Medical doctor could be requested to perform any other duties as assigned by the medical project manager to support the successful implementation of the project. If requested to support the provision of free-of-charge curative and preventive SRHR health consultations such as ANC, PNC, Family planning, Contraception methods, STI, GBV treatment and referral, basic lab. Tests (glycemia, urinalysis, pregnancy test).
