THE ORGANIZATION

Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:

Reporting to the oPt Health Project Manager, the Inclusive Officer contributes to Humanity & Inclusion’s mandate and 10-year strategy by ensuring inclusive, high-quality rehabilitation and MHPSS services for conflict-affected individuals with disabilities. The role involves coordinating project activities, building local capacities, and advocating for disability inclusion through collaboration with stakeholders and rigorous monitoring. Working closely with the programme technical team, the officer ensures impactful, user-centered interventions that align with organizational goals and donor requirements.

 

Responsibilities:

Mission 1: Operational Implementation

Responsibility 1: Contribute to project planning and implementation in line with global frameworks and standards on disability inclusion

  • Collaborate in planning and preparing activities, tools, and resources, ensuring alignment with inclusive rehabilitation and MHPSS frameworks, and implement the action plan in conjunction with support services and technical units.
  • Ensure the implementation of activities, proper allocation of resources, and alignment with the needs of conflict-affected individuals with disabilities as authorized by the project manager.
  • Ensure global standards regarding disability disaggregated data, barrier identification/removal, participation and empowerment of persons with disabilities are systematically applied to all stages of project activities.
  • Provide regular reporting on activities, emphasizing progress in disability inclusion, and contribute to internal and external reporting as required by the project manager.
  • Identify areas within the project requiring adjustments and propose inclusive adaptations to the project manager.
  • Assist in drafting amendment requests with a focus on enhancing accessibility and inclusiveness in project interventions.
  • Coordinate with local stakeholders, ensuring that partnerships with project partners foster inclusive practices.
  • Maintain proper archiving of inclusive project documents and related information.

Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning (MEAL)

  • Support project monitoring by tracking activity progress indicators and expected outcomes specific to people with disabilities and other marginalized groups.
  • Participate in project evaluations, regularly monitor access to services ensuring recommendations related to disability inclusion are implemented effectively.
  • Support the setup and functionality of accountability mechanisms tailored to ensure feedback from diverse, inclusive stakeholders.
  • Contribute to project learning by identifying and documenting best practices for disability inclusion in emergency preparedness and rehabilitation.

Responsibility 3: Ensure inclusive project data management

  • Ensure that inclusive data collection and management tools are developed and utilized in line with global disability standards.
  • Collect and compile project-related data, with a focus on disability-specific indicators, in the relevant database.

Responsibility 4: Contribute to coordination of inclusive project teams

  • Facilitate coordination meetings between inclusive project teams and support services, as authorized by the project manager.
  • Foster collaboration between project teams and support units, ensuring inclusive practices are integrated into all aspects of project implementation.

Responsibility 5: Contribute to external communication on inclusive practices

  • Represent HI in networks related to inclusive rehabilitation and MHPSS, contributing to its external influence as required.
  • Communicate inclusively about the project to partners, authorities, and stakeholders, promoting awareness of disability-inclusive approaches.
  • Conduct awareness and training sessions on disability and inclusion, disability disaggregated data, barrier identification and removal, and any other relevant topics required by the project in close coordination with Inclusion/IHA Specialist

Mission 2: Emergency Preparedness and Response

  • Contribute to the programme’s emergency preparedness initiatives by integrating disability-inclusive strategies into preparedness plans and frameworks.
  • In emergency situations, adapt working arrangements to ensure inclusive humanitarian responses that address the needs of people with disabilities and other vulnerable groups
