This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.

PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.

PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.

Overall Objective

Under the responsibility of the WB Protection Consortium Project Manager, the technical Officer Role is to conduct Deep  & technical assessment and supervise the implementation of the WBPC project related to settlers violence in the Middle of the West Bank( not exclusively).

Tasks and Responsibilities

  • Conducting technical deep assessment for the emergency response in addition to mitigation and pro-active interventions across the WB, mainly in the middle of the WB.
  • Supervising & Monitoring the materials delivery with the supplier/s , community / and beneficiaries
  • Support in other tasks related to the WBPC operations department at PUI and the WBPC interventions as a whole in cooperation with WBPC partners and the secretariat when needed and requested
  • Support on other PUI projects such as involving in assessment of implementation when requested ( such as HF project) upon the need and request
  • Internally, He/she will contribute to reporting, updating activities follow-up tools and work plans
  • Externally, she/he will develop community mobilization, relations with the municipal/ village councils, and communities representatives as well as identification of local partners upon need/s, identification of opportunities/vulnerable groups, communities, IHL violation, protection threats …etc
  • He/she is responsible for alerting the team about any related protection issue/incident occurring in the area of intervention
  • She/he will ensure that the PUI procedures, regulations, and code of conduct are fully respected during the implementation of the activities

Specific objectives and linked activities:

1.Conducting technical deep assessment for the emergency response in addition to mitigation and pro-active interventions across the WB, mainly in the middle of the WB

  • Conducting field visits to evaluate the feasibility and the technical specifications (etc.) of the potential emergency / mitigation and pro-active interventions and the protection threats across the WB, mainly in the middle of the WB, This will include normal emergency response assessment, eMPCA assessment or other relevant assessment forms
  • Cross check the collected information from different sources (CEWs; VCs. Suppliers; affected HHs ; Geographical Partner/s, CWRC, or other relevant stakeholders)
  • Conducting risk assessments for each proposed response including suggesting recommendations for the material delivery process and installation process (mainly at-risk areas)
  • Updating the deep assessment with the technical specifications and budget according to the ongoing purchasing contracts with supplier/s at PUI  & updating the database accordingly
  • Being part of the emergency and mitigation and pro-active interventions selection committee, and checking the needed supporting documents to proceed with the response
  • Participating in conducting Focus group discussions (FGD) to identify the protection threats and the proposed pro-active intervention in the middle of the West Bank
  • Request cash assistance and purchase requests for his/her emergency response cases, and other PUI activities after approving the assistance from the selection committee (SC) and the WBPC manager, in coordination with the PRs focal point persons at PUI , the supplier/s and the logistic officer (mainly for construction, first aid kits & Agricultural suppliers) and in coordination with Finance officer in terms of cash assistance request through the database technical officer
  • Participating in Updating the PR tracking tool (in close coordination with the Database technical officer and PRs focal point persons at PUI )
  • Prepare the minutes of works completion MWC, and the Agreement, and prepare the cost of implementation request when needed
  • In coordination with the visibility signs focal point person in the operation team at PUI and the logistic officer, he/she will prepare visibility signs related PRs to his/her implemented activities and then ensure installation in the field
  • Following up on complaints-related issues for his /her own cases in coordination with the WBPC project manager, in-charge officer, other team, MEAL department
  • In coordination with the WBPC project manager and the focal point at the operation team, she/he will Follow up on preparing donor-funded structure incident reports related to his/her cases, or cases he/she has been involved in
  • Support the WBPC in meeting the audit requests
  • He/she will alert the WBPC project manager and other relevant colleagues about any security-related incident and will ensure commitment to PUI security regulations.

2.Supervising & Monitoring the materials delivery with the supplier/s, community / and beneficiaries

  • After validation of the responses, then he/she will request emergency materials from the focal points in the operation teams at PUI
  • Ensuring smooth implementation of delivered material by conducting regular field visits and writing field visit reports to the WBPC project manager
  • To ensure proper delivery of humanitarian materials and to inform the WBPC project manager and the PUI logistic officer about completed delivery /challenges…etc
  • Coordinating the delivery & installation of the material with community/ies, PUI beneficiaries, PUI’s suppliers, and consortium Partners, aiming to ensure the proper implementation of the activities
  • Document all activities by collecting and providing all necessary information and taking photos before/after the activity
  • In coordination with the Finance/admin officer, he/she will prepare the required documents for the delivery process such as donation certificates, MoU…etc upon the need
  • Signing responses related documents from BnFs and relevant colleagues
  • Ensure proper archiving for all delivered cases by his/her side
  • He/she will be involved in tackling any shortcomings related to assistance delivery by himself /herself
  • In coordination with the Community-Based Protection officer at PUI, he/she will report the implemented responses to feed the OCHA system PoC

3.Support in other tasks related to the WBPC operations department at PUI and the WBPC interventions as a whole in cooperation with WBPC partners and the secretariat when needed and requested

  • Contribute, anticipate, and provide technical recommendations and needed assessments for any humanitarian activities / needs once assigned by the WBPC Project Manager
  • Review the purchasing tender/s items, and BOQ before launching them
  • Support the WBPC partners in implementing their activities upon request
  • Support the WB consortium project manager in coaching any new operation team across the WB on how to conduct deep assessment properly and on other work-related tasks and used documents
  • Support in coordinating any diplomatic /donors visits (provide an option for the visit sites, and coordinate with BNFs, VCs, and Partners)
  • He/she will attend relevant operation and coordination meetings with clusters/OCHA, partners, municipalities, VCs, stakeholders..etc, upon the request of the WBPC project manager
  • Any other relevant support based on the request by the WBPC project manager

4.Support on other PUI projects such as involving in assessment of implementation when requested ( such as HF project) upon the need and request

  • Contribute to PUI's sessions dedicated to identifying the humanitarian needs gap
  • Participate in doing needs assessments for projects at PUI such as HF projects
  • Participating in implementing the other PUI projects alongside the WBPC project.

Required Knowledge and Skills EDUCATION AND TRAINING:  Required:  Bachelor's degree preferably in the field of Civil Engineering, Agriculture studies, WASH or related field PROFESSIONAL EXPERIENCE: (Humanitarian, International, Technical) Required:  Minimum of 4 years of relevant working experience in related fields Project. Humanitarian field experience in the INGO is preferred KNOWLEDGE AND SKILLS Required: Very good knowledge of Middle West Bank villages and ability to move in the field LANGUAGES Required: Fluency in written and spoken Arabic and English SOFTWARE  ( Pack Office, Other (to be specified) ) Required:  Strong computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet Required Personal Characteristics (fitting into the team, suitability for the job and assignment) Professionalism, presentation, communication, and networking skills Ability to work independently while taking initiative and showing a sense of responsibility Ability to work under pressure Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies Ability to write reports and follow-up execution of projects’ activities Ability to meet deadlines Sense of diplomacy Dynamic team player. *To have a valid driving license aged more than 2 years
