Work context

CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to active participation in the WASH cluster.

CESVI is currently implementing projects in the West Bank and in the Gaza Strip.

In response to the situation in the Gaza Strip, CESVI is expanding its team, through implementation of emergency and humanitarian relief response interventions. This includes but not limited to food security and basic needs assistance, and improving access to water and shelter.

Job Purpose: CESVI is looking for a proactive, smart, team player to lead on all safety and security aspects within Gaza strip programs.

In particular, with the support of the Emergency coordinator, head of mission and other team members, the incumbent is expected to:

 

Overall safety and security planning and management:

  • Contribute to the development, updating and implementation of Gaza safety and security plan.
  • Ensure appropriate safety and security measures are in place as per relevant plan and SOPs.
  • Update risk mapping and analysis for major threats affecting Gaza operations.
  • Regular consultation of media, dedicated reports of security websites, data, external analysts, etc
  • Participate in country security coordination mechanisms and forums (INSO, UNDSS, INGO Forum, Sec Cells, etc)
  • Develop and maintain multi and bilateral relationships with relevant security actors of other INGOs and UN agencies.
  • Promote acceptance by developing and maintaining relationships with relevant field actors, local authorities, community leaders, elders, etc.

Premises safety and security management:

  • Ensure the safety and security of the premises through development and application of appropriate SOPs.
  • Conduct risk assessments of contracted and potential offices and residences.
  • Conduct field trips and risk assessments of prospective new areas of intervention and/or transit.
  • Ensure coordination and notification of all CESVI premises with relevant stakeholders.
  • Highlight potential risks and threats through continuous assessments and escalate appropriately.

Movement and transport:

  • Act as key stakeholder for movement safety planning, including provision of last-minute safety approval.
  • Lead on coordination and notification of all CESVI movements.
  • Conduct close monitoring of operational situation.
  • Conduct movement and route planning for regular movements, including alternative options for evacuations.
  • Lead on planning for movement of international staff to and out of Gaza strip.
  • Lead on transport planning for all supplies.
  • Conduct regular checks for vehicles safety.

Learning, training, and knowledge sharing:

  • Conduct induction meetings for newly recruited staff.
  • Identify and coordinate external training for national and international staff.
  • Support the local partners involved in the implementation of CESVI’s programs on improving the security plan and coordinate with them on the movements into the front-line zones.

Bachelor’s degree in safety and security, logistics, management, engineering, or any other relevant field Minimum 2 years of experience in the in safety and security, preferably humanitarian and development sector. Writing and communication skills in Arabic and English. Strong interpersonal skills, specifically negotiation and diplomacy skills Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel), knowledge of and experience on the use of Kobo toolbox for data collection Valid local driver's license
