Project Description:

CNFA is seeking applications from qualified candidates for a Capacity Building Officer for the USAID Quality Technologies Revitalizing Agriculture (Q’tra) Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be five years.

Position Description:

Reporting to the Gaza- Program Manager, the Capacity Building Officer will strengthen the capacity of local partners to provide quality services to farmers by supporting them in expanding and bolstering their services. S/he will serve as the program resource for capacity-building questions and engage with stakeholders on issues being addressed by the program. S/he will conduct frequent field visits to the regions to directly communicate and coordinate with the respective regional teams, local partners, and beneficiaries. Duties and Responsibilities:

  • Provide technical and advisory support to the program implementation on capacity-building in the areas of work planning, needs assessment, training plan development, training evaluation reports and deliverables such as weekly, monthly newsletter, quarterly, and annual reports.
  • Develop implementation plans, design and implement targeted interventions to ensure consistency with program goals and objectives.
  • Provide guidance, training, and facilitate organizational assessments, for the development of strategies for stakeholder organizations.
  • Identifies learning methodologies and tools that most effectively build the capacity of project staff
  • Facilitates training workshops and meetings and is responsible for developing agendas to achieve stated group goals, documentation of capacity events using human most significance change stories and photo-video, agreements, and issues and providing follow- up assistance to groups.
  • Actively engage with the MEL team and Training Coordinators to ensure new activities incorporate best practices and adaptive learning.
  • Conduct field visits to monitor the progress of capacity building activities and provide technical expertise as needed.
  • Prepare progress reports for the implementation of the capacity building assessment, activities, and training.
  • Undertake other assignments or tasks at the request of the Chief of Party or Deputy Chief of Party.

Bachelor’s degree in a relevant field (business, agricultural economics, international relations, etc.) required. Minimum five (5) years of relevant professional and progressively responsible experience implementing capacity building and workforce development approaches effectively with municipalities and civil society organizations (CSOs). Experience working on programs funded by international donors preferred. Familiarity/experience with USAID’s policies and tools, including: the Organizational Capacity Assessment (OCA) and/or Organizational Performance Index (OPI) tools, as well as USAID’s Human and Institutional Capacity Development (HICD) approach is highly preferred. Proven understanding of adult learning and participatory training methodologies as well as strong training, facilitation, coaching and/or mentorship skills. Demonstrated experience developing training curricula, including workshops, presentations, and training exercises. Administrative experience with NGOs (non-governmental organizations) and NGO procedures is required. Demonstrated ability to interact and communicate with a wide range of stakeholders verbally and in writing. Effective at collaboration; willingness to innovate and ability to think systematically.  Ability to work efficiently and deliver committed outputs under the assignment within agreed timelines and deadlines.
