Human Resources Manager
For 12 months with possibility of extension
GENERAL OBJECTIVES:
- To support the mission in implementing the current HR policies and package.
- To ensure proper compensation and benefits administration, contracts Management, staff development and training, employment policies, personnel record-keeping, workers compensation and medical benefits systems.
- The HR Manager will report directly to the Deputy Head of Base in order to ensure sufficient follow-up.
KEY ACTIVITIES
Objective 1 - Staff Management - Implementation of HR policies and Administration
- Implement the national staff regulations and related policies and propose changes, when necessary, in order to continue complying with labor law. Any adjustment of existing HR policies will require prior discussion with the HRCo and his/her validation.
- Apply and make sure that Action Against Hunger texts and the charter are applied
- Assure that the Staff regulations as well as the Palestine Labor Law are being followed at Coordination. Advise the managers on appropriate disciplinary action as situations arise.
- Follow the leave plan and attendances.
- Ensures HR administration is accurately maintained as per Action Against Hunger and local regulations.
- Ensure complete and up-to-date personnel files are maintained for all locally hired staff.
- Prepare and monitor the details of all local labor contracts. Ensure all staff contracts are valid and job descriptions are up to date.
- In coordination with Managers, make a planning of annual leaves in the mission
- Ensure each staff in the mission has a valid ID card
- Cross Check together with the Administration of individual staff files; Carry out personnel files' audits periodically.
- Responsible for collecting monthly timesheets & payslips for expatriates.
Objective 2 – Pay and Benefits: Implementation of Policies and Payroll Management
- Manage payroll processes to ensure that employees are paid correctly according to their contractual entitlements and manage salary sacrifice arrangements.
- Collect and check salaries data of the coordination before submitting for validation
- Ensure that calculations of end of contracts benefits are correctly done before approval by the HRCo to avoid potential labor disputes and/or legal cases.
- Implement the medical benefits policy: collect employees’ eligible dependents details and legal documents, maintain a database and a proper medical expenses reimbursement tracking sheet for the overall mission.

Objective 3 - Performance Management: Implementation of the Appraisal system and support HR coordinator on performance analysis
- Follow up the job descriptions revision/update process for national staff;
- Compile completed appraisals, follow up on the PA tracking sheet done by the recruitment and training officer as well as the annual training plan taking sheet and review them with the HR Co & R&T Officer for analysis and action;
- Assist in training the staff in the use of HR tools and policies (including the Code of Conduct)
- Participate in the development and implementation of a ‘Continuous Professional Development’ framework, including talent management, appraisal and performance management systems
Objective 4 – Onboarding and Exit: Managing all the steps
- Monitor the Organization of the induction process for new staff (including briefings).
- Create the new employee file.
- Ensure exit interviews for all employees.
Objective 5 - Overall Management of the Base and Reporting
- Ensure Internal Communication on Regulations Rule.
- Ensure Internal Communication with New employee.
- Inform and coach managers on HR procedures, policies and best-practices, as per their needs.
- Ensure that Action Against Hunger policies and procedures are monitored and maintained.
- Follow the HR calendar (monthly and annually).
- Attend the HR monthly Meeting.
Objective 6 : Support the Recruitment for the base
- Collect the Recruitment Request Form and Job Description and validate them through Coordination and People ADS
- Ensure the first screening of CVs.
- Organize and ensure follow-up of the recruitment process with the head of departments, and participate in interviews and ensure that best practices are observed
- Update the contract calendar and ensure that timely renewals and notices are received by all staff
- Calculate the salary of new employee and prepare the Job Offering email to send to HR coordinator for validation
- Ensure People ADS fully updated with JD’s, reference checks, Watch dog reports, interviews, and historical background for interviewed candidates.
- Keep the recruitment trackers up-to-date and share regular updates with recruiting managers and HR Coordinator in addition to ensuring base recruitments are closed on agreed timelines.
Objective 8: Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 9: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps to reach our humanitarian goals, as per the employee’s abilities.
- Promote Gender Balance in teams when recruiting.
Bachelor’s degree in HR Management or social sciences, or related discipline preferred.
At least 3 years of professional experience across all HR disciplines, including employment benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
Ability to communicate and perform within an international and multicultural team. Communicate effectively, verbally and in writing, to a diverse audience.
Plan, organize and prioritize work. Assign and supervise the work of others.

Experience working in emergencies, insecure and sensitive contexts.
Prior NGO experience is a distinct advantage.
Fluency in reading, writing and speaking Arabic and English.
Basic computer skills, including e-mail, word processing and spreadsheets.
Advanced skills on Excel, strong IT (problem-solving) skills.
