Senior Program Development Specialist

CARE is seeking a passionate and results-oriented Sr Program Development Specialist to join our dynamic team in Palestine. In this critical role, you will play a pivotal part in securing funding for essential humanitarian and development programming that provides vital humanitarian response, empowers women and youth, promotes gender equality, strengthens women's and youth's leadership and participation and increases resilience in the West Bank and Gaza.  General Functions:

 - Support the Head of Program Development in the coordination, design and writing of proposals, concept notes and response plans for private and institutional donor audiences, with both a focus on humanitarian and development initiatives. Focus areas may include humanitarian responses in Gaza and the West Bank as needed (WASH, Shelter/Non-Food Items, Health, Protection) and Women's and Youth's Economic Empowerment/Entrepreneurship, Youth Employment, Financial Inclusion, Gender Equality, Resilient Market Systems/Value Chains Development and Protection in the West Bank.

 - Manage proposal deadlines, timeline development and respond promptly to internal and external stakeholder inquiries as requested.

 - Support the facilitation of internal Go/No Go processes and donor meetings for the Country Director and Head of Program Development as requested.

 - Lead efforts to ensure program/project planning is consultative, participatory, and gender-sensitive, and that this is clearly reflected in proposals.

 - Provide clear analysis of funding opportunities and lessons learned from existing programs. - Support partnership management and internal proposal writing capacity by building skills in proposal and report writing development, as requested.

Job responsibility #1: Program Development & Bid Writing

  1. Actively participate in relevant donor briefings, workshops, and networking events to stay abreast of donor priorities, as delegated by the Head of Program Development.
  2. Collaborate with program teams (Gaza and West Bank) to identify funding gaps and potential areas for program expansion based on donor priorities and expertise.
  3. Prepare high-quality funding proposals and concept notes for submission to donors, ensuring alignment with their specific guidelines and objectives in relevant areas.
  4. Track proposal deadlines and submissions across the Country Office, ensuring timely and efficient delivery of proposals for developmental and Nexus programming initiatives.
  5. Coordinate the internal review and approval process for all proposals including budget files, ensuring adherence to CARE's policies and procedures.
  6. Provide back-stop support for the Head of Program Development as required

Job responsibility #2: Communications for Fundraising

  1. Develop compelling donor resources (presentations, one pagers, other) that effectively communicate the impact of CARE's programs in Gaza and the West Bank.
  2. Work with finance and program departments to develop dollar handles for targeted fundraising initiatives.

Job responsibility #3: Capacity Building & Lessons Learned

  1. Develop and deliver training programs on proposal and report writing to the wider team, including partners.
  2. In conjunction with the MEAL focal points, facilitate knowledge-sharing sessions and workshops to build internal capacity for effective resource mobilization in support of CARE's programming in these areas.

Job responsibility #4: External Representation

  1. Support the design of engagement plans for new donors, in particular Gulf Donors.
  2. Support the Head of Program Development and CD with external representation when necessary.

Job Profile Requirements Required Bachelor’s degree in International Development, Public Policy, or a related field, with a focus on gender and development preferred. Minimum 5 years experience in proposal development and fundraising for the international development sector, with a strong track record in securing funding for developmental and Nexus programming. Minimum of 3 years experience in humanitarian or development-focused project management - Proven experience of supporting in the successful proposal development process for multi-million dollar funding from institutional donors including GFFO, ECHO, FCDO, GAC, ADA, NORAD, USAID, European MoFA's, OCHA HPF. Fluency in English and Arabic (written and verbal) Proficiency in MS Office Suite and donor management systems Ability to work independently, manage multiple priorities, and thrive in a fast-paced environment. Strong understanding of development/nexus programming principles, donor requirements, and monitoring and evaluation frameworks in relevant areas. Experience working in a complex humanitarian and development context, preferably in the Middle East/North Africa region (West Bank and Gaza). Excellent communication, interpersonal, and relationship management skills. Strong analytical and research skills with the ability to identify trends and opportunities in funding for developmental and Nexus programs. Excellent writing and editing skills with a demonstrated ability to craft compelling and persuasive proposals that address the needs of target population. Commitment to CARE core value and principle Desired Master's degree in International Development, Public Policy, or a related field, with a focus on gender and development preferred. Experience in managing and coordinating multi-sectoral development programs. Demonstrated experience in building and managing strong relationships with donors and other stakeholders. Experience in managing Women Economic Justice, or Women-Led or Health programs
