WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.
WeWorld in Palestine has 5 offices (Jerusalem, Ramallah, Hebron, Tubas and Gaza Strip). Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others.
With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the intervention of multiple agencies in Country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH, Education, Food Security/Livelihoods, Shelter, Protection and Health. WeWorld is currently active in emergency operations and activities within Gaza to support the ongoing crisis.
WeWorld Monitoring, Evaluation, Accountability, and Learning (MEAL) system ensures the effectiveness and assesses the impact of project and programs. WeWorld MEAL staff is tasked with the systematic tracking and monitoring of project activities, capturing both qualitative and quantitative data. Additionally, it actively supports the in-country offices’ programs and departments by ensuring the delivery of high-quality services, leveraging knowledge, Ensuring Accountability to Affected Population, coordinating and assessing the efforts of local Implementing Partners. WeWorld MEAL system also contributes to grant management by providing support in reporting and proposal development.
Purpose of the role
Reporting to the MEAL Manager, the MEAL Officer supports the Monitoring, Evaluation, Accountability and Learning activities of WeWorld. The MEAL Officer contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld’s projects. The Officer will collaborate closely with the MEAL staff and program teams to ensure that all WeWorld’s MEAL requirements are met.
The MEAL Officer will provide technical support to WeWorld’s projects in multi-sectoral emergency, WASH, education, protection, and livelihood sectors amongst others, and oversee the MEAL activities, including but not limited to: take part in designing tools and surveys, carrying out monitoring field visits, roll out data collection activities, handling accountability mechanisms, drafting reports, ensuring data confidentiality and security. The Officer will provide support to WeWorld staff and will work closely with partners staff in the implementation sites, providing capacity building/coaching sessions where relevant. The MEAL Officer will be based in Hebron office and will be required frequent travels to WeWorld’s Areas of Intervention in the West Bank on regular basis.
Main functions and duties
Monitoring and Evaluation
- Support the MEAL Manager in creating specific methodologies, MEAL plans and tools for the monitoring and evaluation processes of the activities throughout the duration of the project.
- Support the MEAL Manager in liaising with partners and consortia.
- Conduct regular monitoring field visits (on-site monitoring, quality spot checks, qualitative data collection, support to learning activities etc.) in WeWorld Areas of Intervention and provide timely feedback.
- Ensure accuracy, confidentiality, and security of qualitative and quantitative data.
- Ensure that the data queries, requests, and reports are supported addressed in an accurate and timely manner according to WeWorld’s and donors’ requirements.
- Support and lead Post-Distribution/Implementation Monitoring (PDM/PIM) exercises and need assessments, eligibility assessments, internal baseline, endline evaluations and ad-hoc data collection activities.
- Update and report on the Activity Tracker, Indicator Tracker and any other relevant performance monitoring tool.
- Draft reports on a regular basis to inform the MEAL coordination on the activities conducted as well as to capitalize on the data collection activities performed.
Accountability and Learning
- Support in drafting internal MEAL guidelines, strategies and Standard Operating Procedures (SOPs) at mission level.
- Assume responsibility for the implementation of and compliance with WeWorld’s Feedback and Complaint Response Mechanism, tools and Standard Operating Procedure (SOP).
- Ensure implementation of and compliance with WeWorld’s policies (PSEAH, Child Safeguarding, Code of Ethics and Conduct, etc.).
- Identify strengths and weaknesses in existing data collection and propose solutions, suggesting ways to facilitate data management among projects’ teams and other WeWorld departments.
- Analyze and discuss findings based on regular monitoring data.
- Support MEAL-related capacity building activities for all WeWorld’s program staff.
- Support, train, and monitor the daily workers who are contracted periodically for data collection.
- Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions when needed.
- In collaboration with the MEAL Manager, facilitate learning events and disseminate lessons learnt.
Carry out other related activities as assigned by the MEAL Manager as deemed necessary.
Essential Requirements
University degree in social sciences, international cooperation, politics and international affairs, statistics, or related disciplines.
Minimum 3 years of experience within NGOs, including minimum 2 years within M&E/MEAL department, and minimum of 1 year with INGO.
Experience in mobile data collection tools such as KoboToolBox, ODK, Survey123 is mandatory.
High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
High proficiency in English and Arabic, both written and spoken is mandatory.

Desirable Requirements
Previous experience in working in WASH/Water Governance, Livelihood, Material Assistance, Education or Local Development Planning projects.
Demonstrated experience in implementing Feedback & Complaint Response Mechanisms is preferred.
Familiarity with IM systems and analysis software (PowerBI, R, Python, Stata etc.) or with any coding language is a plus.
