Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women’s triple mandate, along with its global network and deep policy and programming expertise, continues to endow the Entity with a unique capacity to: (i) support Member States to strengthen global norms and standards for gender equality and women’s empowerment, and mainstream gender perspectives in other thematic areas; (ii) promote coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment; and (iii) undertake operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at country level.
UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:
· Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
· Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
· Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.
Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1) Governance and participation in public life; (SP Impact 2) Women’s Economic Empowerment; (SP Impact 3) Ending Violence Against Women and Girls; and SP (Impact 4) Women peace and security, Humanitarian & Disaster Risk Reduction.
UN Women in Palestine has worked in partnership with key national partners to further the Women, Peace and Security commitments (WPS) in Palestine. UN Women’s programmes on WPS are guided by a series of commitments to women’s rights. These include UN Security Council Resolution 1325, and nine subsequent UN Security Council Resolutions—1820, 1888, 1889, 1960, 2106, 2122 and 2242, 2467 (2019), and 2493 (2019). In 2022, UN Women implements with partners interventions/initiatives to advance the Women, Peace and Security Agenda in Palestine”, which builds on the achievements and lessons learned and is informed by the key priorities of Palestine second National Action Plan on UNSCR 1325 and the recommendations of the Open Days/high level dialogues on WPS.
Under the overall supervision of UN Women’s Special Representative and direct supervision of the Head of Gaza Sub-Office, the WPS Analyst will work towards expanding UN Women work on Women, Peace and Security (WPS).
Key Functions and Accountabilities:
1. Coordinate the WPS Interventions and initiatives
- Coordinate the overall portfolio interventions’ work plan development and implementation according to Strategic Note/ A/BWP and programme document(s).
- Gather inputs and coordinate the preparation of work -plans, periodic narrative progress reports and expenditures status reports.
- Establish systems for intervention planning, implementation and monitoring, in collaboration with partners.
- Record and maintain documents on relevant activities, issues, and risks.
- Provide technical inputs to concept notes and proposals on WPS.
- Review and provide feedback to workplans, case studies and reports, as needed.
- Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic recommendations.
2. Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the portfolio work on WPS, raise potential problems and suggest solutions.
- Build and maintain alliances and strategic partnerships for the advancement of women’s leadership in peace, security and humanitarian action.
- Provide substantive technical and policy support to national actors and partners in developing and strengthening interventions and initiatives to support the implementation of the Palestine National Action Plan on UNSCR 1325.
- Provide technical support and advice to programme teams on WPS including on gender-responsive conflict analysis, gender and conflict prevention, formal and local peacebuilding, and other gender equality and women’s empowerment interventions.
- Identify capacity building needs and support partners and other stakeholders through technical assistance, mentoring, training and capacity development initiatives, as needed.
3. Coordinate the monitoring and reporting on WPS under his/her responsibility
- Gather and compile all information necessary for monitoring and reporting on interventions and initiatives from the planning to the evaluation stages.
- Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required.
- Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports.
- Provide inputs from interventions activities and results to Country Office reporting.
4. Manage people and finances of Gaza programmes interventions
- Coordinate development and preparation of financial resources of the interventions including budgeting and budget revisions, and expenditure tracking and reporting.
- Monitor the allocation and disbursement of funds to participating partners.
5. Build partnerships and support in developing resource mobilization strategies
- Provide inputs to the development of partnerships and resource mobilization strategies.
6. Advocate and facilitate knowledge building and management and communication
- Document the interventions/initiatives implementation process and products.
- Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the interventions/initiatives.
- Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.
- Develop and disseminate lessons learned and good practices in collaboration with UN Women’s partners.
- Lead the organization of high-level advocacy events to mark WPS key occasions and events.
- Research and develop analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on WPS and HA.
- Identify promising practices, technical expertise, and strategic opportunities in WPS.
7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications
Education and Certification:
• Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or other related areas is required.• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.• A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
• At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to women, peace, and security.• Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is desirable.
Languages
• Fluency in English and Arabic is required.
