The Business Women Forum (BWF) is a national non-profit organization established in 2006, to promote and empower the role of businesswomen and entrepreneurs as leaders in the Palestinian economy through advocacy, influence to create an enabling environment for women in Palestine. BWF works through a comprehensive methodology through provision of business development packages including capacity building, coaching, consultancy and technical support necessary for their business, enhancing access to markets, financing and knowledge, in addition to networking with local, regional and global institutions and organizations.
BWF seeks to hire a qualified Monitoring, Evaluation & Learning (MEL) Officer to support the implementation a five-year USAID-funded project titled “Raedat-Pioneers”. This project, implemented in collaboration with Global Communities, aims to empower communities for sustainable development, focusing on gender equity within the Palestinian community.
The MEL Officer will function under the supervision of the Programs Manager at BWF, stationed at the BWF premises in Ramallah. Tasked with closely collaborating with the MEL team under the Pioneers-Raedat program at Global Communities, the MEL Officer will actively contribute to the implementation of MEL frameworks. This includes handling data collection and analysis to ensure accurate measurement and tracking of the project’s performance indicators. BWF envisions expanding the role of this position beyond the project, aiming to establish a sustainable MEL Unit at BWF. As such, the organization is seeking a passionate candidate willing to learn and undertake the responsibility of establishing and maintaining this function. The anticipated commencement date for this position is January 2, 2025.
Main Responsibilities:
- Implement project MEL plans, adhering to SOPs provided by BWF and Global Communities.
- Develop standard data collection tools, oversee data cleaning, analysis, and reporting, and provide field staff training.
- Ensure timely collection, management, analysis, and reporting of valid data in accordance with USAID's requirements.
- Manage the MEL database system and dashboard for generating management reports.
- Train field workers on the COMMCARE application, ensuring quality data entry on the data collection software.
- Design and implement surveys, conduct statistical analysis, and interpret data to identify trends and areas for improvement.
- Conduct remote monitoring, verification exercises, and data quality assessments.
- Oversee and conduct qualitative data collection through key informant interviews and focus group discussions on adherence with the approved MEL plan.
- Develop reports on achievement levels versus targets, contributing to weekly and monthly project reporting.
Bachelor’s degree in a related discipline (statistics software engineering, computer science, business administration, or economics or related field)
A minimum of 3 years of relevant experience in designing and implementing monitoring and evaluation systems.
A good understanding of qualitative & quantitative data collection, validation, analysis, and visualization methods, and database development/management. Familiarity with PowerBI and CommCare platforms for data collection and visualization preferred.
Familiarity with designing online and offline data collection and analysis.
Knowledge of USAID contract rules and regulations, specifically MEL requirements, is an added advantage.
Keen attention to detail for ensuring data accuracy.
Proficiency in both spoken and written English and Arabic is required.
