Médecins du Monde (MdM) France is an international medical organization, which has been present in the Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank (WB) through offices located in Jerusalem, Bir Zeit, and Nablus.
MdM is currently looking for a qualified candidate to fill the position of Medical Manager based in Nablus.

I. MAIN RESPONSIBILITIES
To ensure the implementation of MdM medical emergency programs in line with MdM medical Emergency intervention strategy and contingency plan with quality standards
Specific objectives:
- In line with Mission Strategy, responsible for the management of emergency projects and follow-up with all partners (respecting International Standards of Quality).
- Responsible for the management and supervision of the emergency medical staff.
- Participates in the elaboration of the Emergency Strategy (Contribute to the diagnosis of medical Emergency needs and the proposals elaboration.
- In charge of the overall management of the MdM emergency responses and projects through the West Bank. This includes the proper operational coordination, implementation, monitoring, and evaluation of the Emergency responses and projects with MdM chapters and local partners.
- Maintain the communication and collaboration of the emergency department with other departments in West Bank Base.
Tasks and responsibilities:
1.1 Strategy
- Participate in the preparation of health department plans for the West Bank, to adjust MdM activities and resources to the needs.
- Conduct the needs assessments and diagnosis, within the health department.
- Contribute to the drafting of activities’ proposals for donors.
- Contribute to the advocacy strategy design and implementation.
- Attend MdM technical/strategic meetings with local partners (Ministry of Health, international organizations, NGOs, etc.) in coordination with the Medical and Field Coordinators.
- Map and update existing ER programs and service providers and ensure proper coordination with the existing service providers.
- Participate drafting of proposal for MdM for a follow-up phase of medical component within the grants implementing WB when needed.
- Support the Advocacy Coordinator in the implementation of health sector advocacy strategy.
1.2 Programming
- Ensure the quality implementation of the medical emergency program and its follow-up in its different aspects: logistical, administrative, and medical.
- Capitalize on tools, protocols, and guidelines produced on the project - quality / M&E.
- In cooperation with the direct supervisor, make proposals for the re-orientation of the activities and the medical framework of the mission according to the situation on the field.
- Assess the Emergency needs of the communities and provide regular updates on the health emergency main stakeholders in the West Bank.
- Plan, implement, monitor, and evaluate the medical emergency activities implemented by MdM France staff /Partners.
- Monitor the public health context (in collaboration with the direct supervisor) and challenges and react to any change by adapting the program if necessary.
- Conduct regular field visits for the project activities and partners.
- Follow up on drug needs and drug shortages in the West Bank and notify the Coordination team in case of urgent requirements.
- Supervise the pharmacy and medical stock in the office/warehouse and good storage and management, when applicable.
- Ensure good communication and provide needed information on the project needs and keep the link between the projects’ team and the support departments of the Base for the projects’ implementation.
- Take part in advocacy and communication activities under the supervision of his/her supervisor.
- Ensure close operational coordination and proper project implementation with MdM chapters and local partners.
- Organize regular operational meetings with the staff under her/his supervision and with MdM chapters and local partners.
1.3 Trainings
- Develop Medical training curricula and organize training events related to Medical ER (group training sessions, refreshment courses, on-the-job training, workshops, and other scientific events) in cooperation and close coordination with the MedCo and Medical Project Officers.
- Assess the needs of training for MdM and partner staff and organize and/or provide training accordingly.
- In charge of the technical operational coordination between all partners involved in the training.
1.4 Data Collection, reporting, Monitoring and Evaluation
- Assist the Field Coordinator in networking with other health stakeholders during emergencies.
- Systematize the collection and filing of health and medical data from external sources (MoH, other NGOs, WHO, etc.) in coordination with the direct supervisor.
- Ensure the production of summaries and analysis of the data as required by the direct supervisor.
- Ensure the qualitative and quantitative data collection and its proper analysis and produce related summaries every month.
- Contribute to the program data analysis in collaboration with the direct supervisor.
- Immediately report medical emergency needs at community level.
- Immediately report HR misconduct to the FieldCo and Admin Manager and provide them with any other requested report when needed.
- Ensure harmonized data collection, monitoring, and reporting tools between MdM France, MdM chapters, and local partners.
- Participate actively in the writing of donor’s proposals and reports.
- Provide monthly reports of activities and program management and other reports at the request of the Field Coordinator.
- HR and Team Management
- Responsible for conducting annual appraisals of all staff under his/her direct supervision.
- Responsible for follow-up and approval of working hours and leaves of the team under his direct supervision.
- Participate in the recruitment and briefing of new program staff.
- Supervise HR daily management for program staff.
- Identify training needs, setting up training or mentoring/coaching programs, and following up on implementation.
- Ensure the technical supervision of all medical staff working under his/her responsibility.
- Ensure the training is properly delivered by the team members and contribute to it if necessary.
- Provide the team with planning and organization tools.
- Support team members professionally.
- In charge of the daily operations and management of the Medical ER staff in the Base.
- Advise, arbitrate, and support the measures to be taken in the event of difficulties, malfunctions, and/or incidents.
- Ensure adequate information flow within the different field teams in terms of communication channels and content of messages. Identify training needs, set up training or mentoring/coaching programs, and follow up on implementation.
Administrative Management: NA
- Financial Management:
- Participate in the annual and project budget construction and consumptions as well as any required revision.
- Forecast the monthly financial needs of the projects and share with the administrative manager monthly.
- Participate in the annual and project procurement plan as well as any required revision.
- Forecast the monthly logistic needs of the projects and share them with the logistic manager in the first week of each month.
- Provide the project activities weekly plan and movement to the Logistic department.
Logistic Management:
- Participate in the annual and project procurement plan as well as any required revision.

- Participate in tracking the donation to partners.

Representation:
- Participates in technical meetings by delegation of the direct Supervisor.

- Maintain good socio-professional relationships with national and international partners.
- Attend team meetings and give qualitative input.
- Perform other additional duties at the request of the Field Coordinator and/or Medical Coordinator.
- Attending meetings representing the Field Co upon request and providing appropriate feedback (minutes).
