The United States Agency for International Development’s (USAID) Building Regional Economic Bridges (BREB) Activity, implemented in the West Bank and Gaza, is a five-year project and a key component of the Nita M. Lowey Middle East Partnership for Peace Act (MEPPA). Through technical assistance, grants, and facilitating access to finance, BREB: (1) facilitates cooperative exchange and knowledge sharing; (2) fosters new markets; (3) strengthens Palestinian enterprises to promote cross-border trade; and (4) promotes investment and access to finance. Across all components, transferring technology and know-how is a key program objective. BREB also facilitates a $100-million pipeline for financing by the U.S. government’s Development Finance Corporation (DFC).

Objectives

The short-term Qualified Plastic Compounding Expert will help one of BREB’s beneficiaries contribute to their commitment to ISO 22000 Food Safety Management System standards. The expert will collaborate with production and design teams, creating precise plastic formulations for various food containers. Responsibilities include measuring and weighing materials, operating compounding equipment, developing SOPs, maintaining records, providing technical support, and conducting quality checks.

Deliverables will include ISO 22000-compliant plastic formulations, enhanced compounding process documentation, and a collaborative quality control protocol.

Required Skills and Qualifications

  • Bachelor’s degree in chemical engineering, plastic engineering, polymer science, or related field.
  • Proven experience in developing plastic mix recipes for food container manufacturing.
  • Expertise in plastic material properties, polymer processing, and quality control.
  • Familiarity with different types of molds and machines used in plastic container production.
  • Strong analytical and problem-solving skills.
  • Proven analytical, communications, negotiation, and writing/reporting skills.
  • Excellent oral and written English skills, with fluency in written and spoken Arabic.
  • Expertise in nurturing leads, fostering relationships, and facilitating business deals and partnerships.

Level of Effort and Period of Performance

  • This short-term technical assistant (STTA) is for 30 days of level of efforts (LOE) over a period of 2 months.
  • The consultant is expected to work part-time.
  • The location of this assignment will be one of BREB’s beneficiaries in Hebron, Palestine.
  • Specific responsibilities and deliverables will be shared with short-listed candidates.
