BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The escalation of the conflict, which began on 7 October in Gaza, has resulted in the cessation of electricity, food, water, and fuel supplies, as well as restricted access to and movement within Gaza. This has caused a significant worsening of the humanitarian crisis and a large-scale displacement of the 2.2 million population within Gaza. Due to the magnitude of the humanitarian crisis, the significant impact on the supply chain, and the access challenges to and inside Gaza, humanitarian organizations face significant logistics challenges for the delivery of relief supplies and life-saving cargo.

As the lead agency of the Logistics Cluster, WFP will support UNRWA and the Jordan Hashemite Charity Organization in delivering assistance on behalf of the humanitarian community through the Logistics Cluster in Palestine and a coordination cell established in Jordan. This will include the provision of equipment, services, and expertise to augment the logistics capabilities of the service-providing organisations.

The logistics fund management assistant SC5 position is based in Jerusalem in support to the Gaza operation, he/she works under the direct supervision of the Logistics Cluster’s Egypt Coordinator and work/interact with other team members across the different corridors in Egypt and Jordan.

ACCOUNTABILITIES/RESPONSIBILITIES:

1) Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food and non-food assistance to beneficiaries.

2) Create and maintain Purchase Orders (PO) in WFP’s Information Network and Global System (WINGS) using the correct budget codes, vendor details, quantities, contract rates and contract terms.

3) Follow up on open items (POs) and coordinate with the relevant stakeholders to close unnecessary items.  

4) Perform daily closing and balancing payments of receipts.

5) Manage and coordinate a full range of documentation processing for execution of logistics cluster operations (e.g. customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in process.

6) Support data reconciliation in country office and corporate systems to determine validity, ensure accuracy, and make follow-ups accordingly, supporting informed decision-making.

7) Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, vendor performance), and ensure information accuracy in corporate systems in support of informed decision-making.

8) Ensure proper filing of invoices, contracts and correspondences related to Logistics funds management.

9) Respond to a variety of technical queries/requests for support, following standard processes and obtaining guidance as required to ensure timely and accurate resolution of all enquiries with a high standard of client service mindset.

10) Liaise with internal and a limited number of external stakeholders to support efficient invoice processing. Ensure proper Fund management reporting with weekly expenditure reports and monthly overall funding status.

11) Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.

12) Perform other duties as required by the supervisor.


QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Experience: Minimum 5 years of experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock. Experience analysing data and drafting reports. Languages: Fluency in both oral and written communication in English and Arabic.
