Monitoring,Evaluation,Accountability & Learning (MEAL) &IM Manager-Reannouncement
For an initial period of 12 months.
POSITION GENERAL OBJECTIVE
The overall responsibility of this position is to lead and manage the MEAL department in the WB office and its sub-offices, and to support mission level initiatives as per the needs.
POSITION SPECIFIC OBJECTIVES AND TASKS:
Objective 1: Management of the MEAL department and strategy for the WB office.
Tasks:
- Lead regular diagnosis of the MEAL department in WB office, identify gaps and propose solutions to address them.
- Lead the development of the MEAL annual plan for the base and its regular follow-up
- Ensure the MEAL procedures are being developed, followed and implemented for each project and these procedures are standardized at the base level and follow mission standards if any.
- Responsible for the development and follow up of the MEAL plan per project and the development of relevant quantitative and qualitative methods.
- Supervise and coordinate with technical teams on needs assessments
- Co-Lead with the technical team’s accountability initiatives such as information sessions
- Ensure the FCM is working and that it effectively gathers and addresses in a timely manner Feedback and Complaints; ensure learning from these feedback are incorporated.
- Represent ACF in external MEAL technical groups and working groups and internal ACF meetings upon needs
- Responsible for the timely and quality MEAL inputs into proposals and reports writing
- Co-Lead with technical Team external evaluations (preparation of ToRs, follow up of the consultant etc,)
- Lead the preparation and sharing of technical MEAL guidelines, tools and best practices to the base
- Manages, with the HoP and PM, the MEAL activities of the project’s budgets
- Co-Lead with the technical teams the learning efforts within and between projects to contribute to program quality
- Stay informed of MEAL related initiatives developed and reports published by other actors in the Hebron Strip
Objective 2: Management of the MEAL team members.
Tasks:
- Organize the work and follow up the tasks of her/his team members.
- Lead on their capacity building of his/her staff as per agreed during the annual appraisals and as per opportunities and needs (methodologies, tools, etc..)
- Participates in the preparation of the induction sessions for all staff joining ACF
- Participate in team sizing and drafting of Job description as well as in the recruitment.
Objective 3: Support the MEAL department at mission level
Tasks:
- Work closely with MEAL&IM Co. to ensure mission MEAL strategy, minimum quality standards and MEAL practices are implemented at the base.
- Participate in the diffusion of MEAL culture in West Bank Office.
- contribute to the development of the MEAL Strategy for the mission.
- contribute to the development of mission processes and Guidelines and the harmonization process.
- Organize capacity building sessions with West bank Office teams as per the needs identified.
- Follows up with MEAL and IM Co. on specific MEAL related initiative.
Objective 4: Strengthen MEAL and IM Collaboration for Enhanced Data Management and Reporting
Tasks:
- Develop and implement a structured data-sharing protocol with the IM Manager at mission level and IM Team at base level, ensuring timely and consistent exchange of information and data.
- Co-lead with IM Team the development of a joint data analysis plan, outlining the roles and responsibilities of the MEAL and IM teams in analyzing, interpreting, and visualizing the data.
- Work closely with IM Team in developing data quality assurance (DQA) checklists and processes to regularly monitor and validate data accuracy, reliability, and consistency.
- Collaborate with the IM Team to design and conduct training sessions for field staff on data collection methodologies, use of tools, and adherence to data standards.
- Facilitate the alignment of reporting formats and templates between the MEAL and IM teams, ensuring coherence and consistency in presenting key findings and results.
- Assist in the identification of key learning themes from data collection and analysis processes, working jointly with the IM team to document and disseminate lessons learned and best practices.
- Participate in joint planning sessions with the IM team to identify emerging data and reporting needs, adapting tools and processes as necessary to respond to these requirements.
- Ensure compliance with the MEAL team in utilizing information systems and platforms for storing, analyzing, and reporting data, in collaboration with the IM team.
- Ensure that all data collection, analysis, and reporting processes comply with relevant data protection and confidentiality policies.
Bachelor’s or master degree in related field: on MEAL, Communications, Economics, Political Sciences, Business administration.
Knowledge in data analysis, monitoring and evaluation, practices and methodologies.
Knowledge in community engagement
Strong Knowledge of Project Cycle Management
Strong technical knowledge on Monitoring, Evaluation, Accountability and Learning
Strong knowledge of quantitative and qualitative methods.
Knowledge on Information Management
Reporting & Writing Skills
Strong capacity in engagement and dealing with stakeholders.
Minimum of 5 years’ experience in data analysis, monitoring, evaluation, learning and accountability.
Experience in working with international and national NGOs.
Experience in Team Management
Experience in dealing with feedback and complaint mechanism and referral.
Knowledge in the humanitarian sector, its principles and main factors, In particular Accountability towards Affected Population and information management.
Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
Flexibility and adaptability
Previous knowledge of ACF is a plus
Strong in reading, writing and speaking both Arabic and English.
The work duty station will be in Hebron office with regular travel to ACF Sub-bases in West Bank (Ramallah and Jenin).
