MSF-Belgium is currently seeking to hire HEALTH PROMOTER COMMUNITY ENGAGEMENT SUPERVISOR
Main Purpose
With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and pro-cedures.
Accountabilities
HPCE strategy, activities, and monitoring:
• Actively contribute to the design/adaptation of the HPCE strategy / workplan as well as helping in identifying the indicators to monitor activities, results, and achievements.
• Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
• Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
• Organizing health awareness sessions for MSF's medical and non-medical staff.
• Support with the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
• Contribute to rapid assessments and surveys by supporting the HPCE Manager in organizing and conducting assessments and research to enhance the impact of HP activities.
• Actively support in the systematic collection, encoding, and reporting of community feedback and rumours.
• Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
• Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
• Contribute to the community mapping.
• Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
• Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep, etc.).
Team management:
• Perform the evaluation of the HP team under your supervision in collaboration with the HPCE Manager.
• Contribute to the development plan for the HP team.
• Training: Contribute to the needs assessment, design, and implementation of training for the HP team, in collaboration with the HPCE manager.
• Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
• Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
• Ensure the organisation of regular HP team meetings.
MSF Section/Context Specific Accountabilities
• Flag any challenges, constraints, strengths of the HP strategy within and outside medical structures to strengthen the link between the community and the project to the HP manager.
• Contribute to the planning of health awareness campaigns, including target groups, objectives, methods, and goals to raise awareness on specific topics among the population.
• Organize and implement HP activities in the community and health facilities, ensuring adherence to activity plans and health topic priorities.
• Lead and participate in health and hygiene promotion sessions and awareness campaigns.
• Informing, according to protocols, community members and identified risk groups (women, working children, etc.) about health-related issues.
• Actively participate in the systematic collection, encoding, and reporting of community feedback and rumours.
• Identify and network with key community actors (e.g., local authorities, NGOs, traditional healers) to support the dissemination of health information.
• Regularly visit the communities under your responsibility to monitor activities and provide guidance, in compliance with the restrictions of community work as stipulated by the Ministry of Health (MoH) in Gaza.
• Organize and actively participate in both quantitative and qualitative data collection, analysis, and reporting related to HP activities.
• Collect and report health-related information to the medical team regarding the community’s health situation.
• Collaborate with the HR department to oversee HR processes, including induction, training, evaluations for staff under your supervision in close collaboration with the HP manager.
• Support logistical and administrative tasks related to HP activities, as needed.
Education
Desirable: bachelor diploma in social sciences, social work, behavioural sciences, public health, community health, nursing. Essential: secondary school diploma.
Desirable: Experience in training-education and socio-cultural assessment experience.
Experience
Essential: At least 2 years’ experience in: • health promotion • team management experience • program implementation Experience qualitative methodology is highly desirable.
Desirable: MSF or other NGO experience. Computer and graphic design skills.
